However, one can only wonder with a deficit accumulated for the 2017-2018 fiscal year estimated between 24 and 26 billion Gourdes (still in progress) for lack of sufficient tax revenue (according to the statements of the Minister Décembre last 5 November https://www.haitilibre.com/en/news-26037-haiti-economy-the-budget-deficit-2017-2018-a-sinkhole-close-to-26-billion.html , the maintenance of fuel price subsidies, the annual deficit of EDH, the inability to stop the devaluation of the Gourde and the progressive disengagement of the international community... how the Government will be able to reach revenue of 166 billion ? The Minister seems to count on an anticipation of the growth of the GDP, the widening of the base of the income tax and on the reinforcement of the perception of the General Direction of the Taxes (DGI) and the General Administration of the Customs (AGD), the same expectations as in the previous budget with the poor result at the end of the fiscal year... (GDP growth below expectations and insufficient domestic tax revenues and a large and growing deficit).
