Haiti - Environment Speech by Minister Jouthe at COP24 in Poland

Extract from the speech of Minister Jouthe :

"[...] According to the latest special report of the Intergovernmental Panel on Climate Change (IPCC) it is still possible to limit warming to 1.5 degrees Celsius to the pre-industrial levels, provided that emissions are reduced greenhouse gas by 45% compared to 2010 by the 2030 horizon [...] every temperature increase, however small, brings its share of negative consequences, its share of disasters. This is especially true for countries and small island developing states such as Haiti that are most vulnerable to adverse climatic conditions resulting from climate change. Waiting can not and should not be an option.

[...] For my country Haiti, every year of inaction results in considerable negative or even irreversible consequences on the vital sectors of the national life. We still remember the passage of Hurricane Matthew, Category 4, which hit my country in October 2016 causing US $ 2.78 billion in damages and losses, more than 20% of Gross Domestic Product (GDP ); a thousand dead and 1.4 million people affected as well as considerable ecological damage. So far, my country is struggling to recover, because in the meantime other extreme weather events, such as drought, have been recorded in other parts of the country, forcing the state to put its meager resources in the simultaneous rehabilitation of several localities. All this significantly undermines not only its climate change capacity, but also its efforts to achieve the SDGs, including those on eradicating poverty and promoting sustainable economic growth [ ...]

Although contributing very little to the problem, Haiti according to the principle of responsibility [...] spares no effort to set up or strengthen the institutions involved in the fight against climate change and to develop and monitor the implementation of strategic documents that can increase the resilience of the country to the climate and make it less dependent on fossil fuels. More specifically, Haiti is making every effort to carry out a massive reforestation campaign [...] and renewable energy projects are being prepared or under way. However, the challenge is daunting and Haiti, like other countries and small island developing states, can not do it alone [...]

[...] In this perspective Haiti, like the other G77 member countries [...] Haiti fully supports all decisions that will address :

  • Recognition of the importance of the IPCC Special Report on the impacts of warming by 1.5 degrees Celsius;
  • The irreversibility of the commitments made under the Paris Agreement;
  • The need to enhance mitigation ambitions;
  • The progress of climate action before 2020;
  • Full implementation of the issue of loss and damage;
  • Better accessibility to different financial mechanisms;
  • Respect for the financial commitments of developed countries to supply the Green Climate Fund;
  • A new climate finance target as stipulated in the Paris Agreement.

We must avoid being accused by future generations for being the one who recognized the existence of the phenomenon [...] but who nevertheless chose to adopt the status quo. For small farmers, people living from marine and coastal resources and those whose survival depends on certain strategic ecosystems, let us face the task, complete the work program for the implementation of the Paris Agreement."
