Haiti - Politic : Unfulfilled promises of President Moïse to Haitian migrants 19/12/2018 10:44:36 GARR wants to draw the Government's attention to several of the Pacts' objectives, without neglecting the importance of others : Objective 2 of the Covenant calls for "Minimize the adverse drivers and structural factors that compel people to leave their country of origin " whereas "since coming to power, the Government of Moïse has been slow to put forward genuine actions to improve the living conditions of people in poor communities, especially those who are potential migrants." Objective 4 of the Covenant calls for "Ensure that all migrants have proof of legal identity and adequate documentation : We commit ourselves to guarantee the right of every individual to a legal identity by providing each of our citizens with evidence of nationality and all the necessary documents enabling national and local authorities to ascertain the legal identity of a migrant when it enters the territory [...]" So far this aspect has remained a succession of promises not held by President Jovenel Moïse who does not seem to be concerned by the fate of several hundred thousand compatriots including the Dominican Republic, who wait in vain for their documents in order to regularize to avoid deportation https://www.haitilibre.com/en/news-20521-haiti-politics-deliveries-of-passports-numbers-game.html https://www.haitilibre.com/en/news-19860-haiti-politics-jovenel-moise-promises-documents-to-illegal-haitians-in-dr.html Objective 10 calls for "revent, combat and eradicate trafficking in persons in the context of international migration" appears to be badly engaged in Haiti, while Fils-Lien Ely Thelot, the President of the National Committee for the Fight Against Trafficking in Persons (CNLTP) resigned last December 10 due to the lack of resources that it faces, 3 years after its appointment https://www.icihaiti.com/en/news-26429-icihaiti-politic-government-indifferent-to-the-fight-against-human-trafficking.html "The GARR hopes that Haiti's accession to the Global Compact for Safe, Orderly and Regular Migration will not be taken lightly, as it has been for other previous agreements and treaties. It should rather be a clear sign of the Haitian Government's commitment to manage migration more responsibly. For the country has become since the last century a territory of emigrants."
