Haiti - FLASH : CSC/CA unable to continue investigation on PetroCaribe Funds 20/12/2018 07:23:20
Pierre Volmar Demesyeux, the President of the Superior Court of Accounts and Administrative Disputes (CSC/CA) informs the Prime Minister Jean-Henry Céant, in a correspondence "[...] of the refusal of some officials of public institutions of the Central administration of the State to communicate to the Court certain accounting and financial administrative information concerning them in the context of the launching and execution of certain projects which have been the subject of various resolutions adopted by the Council of Ministers during the period from September 2008 to September 2016 [...]" Moreover, Demesyeux says to be "seriously concerned by such behavior that constitute serious obstacles to the audit management of PetroCaribe funds" whose report must be developed in the best deadlines. He draws attention to certain characteristic attitudes of obvious refusal of collaboration : "[...] 1 - After 6 unsuccessful working visits by its audit teams to the Ministry of Agriculture, the question of the availability of information, which this Ministry holds, has been brought to the level of the holder of this Ministry who could not unblock the situation. The Minister did not hesitate to inform the Court of the refusal of collaboration of his subordinates, without the disciplinary measures that this situation calls for have been taken. 2 - So far the Ministry of Economy and Finance has not made available the information that has been formally requested on the debt of the Haitian state related to the PetroCaribe program. Moreover, this negligence extended to the processing of the files of the experts assisting the Court in preparing its report. 3 - The Director General of the National Institute of Vocational Training of the Ministry of National Education (INFP/MENFP), simply served an end of non-receipt to the delegation sent to the institution. [...] So many hindrances that the Court reserves for the moment to qualify," says Pierre Volmar Demesyeux who concluded by asking the Prime Minister "to kindly intervene urgently with officials of the administrations concerned, for the follow-up related thereto".
