Haiti - Elections : Significant difference in the presidential for one of the candidates

The Conseil National d'Observation des Élections (CNO) and its partners (ISC, CONHANE, CERESS and MOFKA), reveal that the level of fraud is much lower than in the first round. However, for these organisms, while acknowledging that the application of new criteria is likely to increase the duration of the work of specialists, the postponement of the date of publication especially caused by the inefficiency of the CEP...

An opinion that is not shared by the joint observation (JEOM), which states that the tightening of criteria to ensure the reliability and accuracy of preliminary results and help legitimize them has seen a considerable number (15,200 minutes representing some 60 percent of the total amount of minutes) sent to the Legal Control Unit (UCL) for examination. This represents a significant increase compared to the first round when 10 percent of the results sheets had been examined.

"Moreover, the verification process for each results sheet is taking more time as the sachets have to be opened in order to verify among other things that the number of identity card numbers written in on the partial electoral list is the same as the number of votes recorded and, subsequently, with the use of a scanner, that the identity card numbers are valid. Despite the increase in the size of the UCL, the large volume of results sheets to be verified and the greater amount of time required for the verification of each results sheet have made it impossible to complete the verification process in the timeframe initially set out in the electoral calendar", precise the JEOM.

The CNO and its partners, frustrated by the "prohibition" of publishing trends, deplore the lack of information on the evolution of the positions of candidates, raising "some doubt on the sincerity of the results that will emerge from the counting of votes by the Tabulation Center".

The CNO states that "the analysis of observation data collected by their observers on all communes of the country clearly indicates that one of the two candidates has a significant difference in the presidential" and furthermore, that "no party would get an absolute majority in the Chamber of Deputies".

For the second round of presidential and legislative elections in Haiti, the progress in the process at the Vote Tabulation Centre (CTV) on March 31, 2011 at 6:44pm was the following:

TOTAL of the Tabulation in treatment : 5,243 minutes (20.22%)

TOTAL of the minutes to receive : 262 minutes (1.01%)
