"This annual meeting, which marks the solemn opening of Parliament's return, demonstrates the irreversibility and sustainability of our democratic process. As required by the Constitution, this Republican exercise is an excellent opportunity to report to the Nation of public actions, undertaken on behalf of the people, during the year 2018. This is also the occasion to present the outlook for the year 2019.

First of all, I would like to invite the Nation to a minute of meditation for the victims of the October 6th earthquake, which mourned the National Family, in the North, Northwest and Artibonite Departments.

This disaster caused significant material damage that affected the national economy. I also take this opportunity to salute the memory of the country's girls and sons who tragically and revoltingly lost their lives, especially the police who made the ultimate sacrifice in the performance of their duties during the year. 2018.

Dear fellow citizens,
Ladies and gentlemen,

In this decisive period for the Nation, the fourth and last year of the Fiftieth (50th) Legislature, I have the opportunity to reiterate my personal attachment as Head of State, to democracy, to institutional continuity and Republican, as well as our loyalty to the founding principles of the Republic of Haiti that are Liberty, Equality and Fraternity.

If the year 2018 has been characterized by economic, political and social challenges, the year 2019 should allow us to be more concerned about the respect of the constitutional prescriptions, to strive, in the patriotic spirit, to overcome crises that threaten the survival of the Nation. Our motto, the Union is strength, should not be a simple expression but a guide for our daily actions.

2019 is the year of major Republican meetings. It's a historic year. We must achieve credible, honest, democratic and transparent elections. To carry out the latter, my Administration and the Government will make all necessary arrangements. It is a constitutional and republican requirement!

Moreover, to respond to the demands of the people, the Government must intensify its actions with the required sense of urgency and determination.

At the same time, this year my Administration intends to strengthen its structural recovery program. We will continue to work to make the State more efficient and effective in meeting the population's expectations for road infrastructure, reliable electricity, water and sanitation. The need for educational infrastructure, vocational training and health care is staggering. We must pursue institutional reforms to improve the functioning of the state.

2019 is also the year when Parliament will have to decide on the principle of amending the Constitution.

On the economic front, our political turbulence has had a negative impact on the domestic industry, leading to unemployment that is likely to continue. Also, all of us: State authorities, civil society, the private sector, we are obliged to undertake more initiatives that will enable the country to attract domestic and foreign direct investment, create jobs and increase agricultural production and industrial national.

It is with the aim of achieving these objectives that the Government urgently undertakes these four essential tasks which are:

  • Strengthen measures to combat corruption and impunity, reduce the State's lifestyle and clean up public accounts;
  • To fight smuggling on our land borders, airports and ports;
  • Foster a climate conducive to improving the business environment and creating jobs;
  • To carry out elections, as the Constitution requires.

These are the major institutional and structural challenges that await us this year. However, ladies and gentlemen, we are all aware that only stability and unity can lead the Republic of Haiti to Equity, Equality, Social Justice, which is the bedrock of any democratic regime.

Dear compatriots, women and politicians, 2019 is the year of dialogue and understanding. We must break with the institutional blindness that is gangrenous in the public domain, which further fractures the social fabric.

It is this political, institutional, economic and social challenge that we must meet. So, today, in 2019, we must continue more with initiatives that bring change and generate wealth, correct the mistakes of the past and adopt the necessary innovations [...]"


For his part, Prime Minister Jean-Henry Céant presented, the report of the 119 days of his Government, a rather abstract record, without precise information or concrete achievements. Explaining that these 119 days took place in a climate of instability, organized by political groups, which limited the actions of his government...
