Haiti - Reconstruction : We must pass to another step...
Yesterday ended the 6th working meeting of the Interim Commission for the Reconstruction of Haiti (IHRC) around the theme "Accelerating progress through the achievement of the objectives of the reconstruction". This meeting aimed to take stock of the work done so far. Jean-Max Bellerive co-President of the IHRC said that "the record is not negative," adding that "we must pass to another step [...] now we are entering in a step of appropriation by the national institutions of the coordination effort and the effort of preparation [...] and the implementation of these programs and projects".

Mr. Bellerive considers that the greatest challenge of the IHRC is the unavailability of funds "we have a comprehensive plan and a series of key programs that are ready to be implemented but we can only rebuild as fast as funds are disbursed", a point of view shared by former U.S. President and co-President of the IHRC, Bill Clinton which urges international community to disburse more money for the reconstruction of Haiti, noting that "the Commission is always ahead of the donors..." and adding "Yes, it is important that international donors honor their commitment, yes it is important that the everyone helps. But in the end, the future of Haitian people is in their hands".

During this meeting 8 workshops were held, aimed, inter alia, to reflect on key issues likely to favor the recovery of Haiti and allow the country to become an emerging country by 2030 as planned in the Action plan for national recovery and development of Haiti.

New needs were also identified:

  • $100 million needed for removal and establishment of additional dump sites
  • $56 million needed for the next 12 months to prevent a food security emergency
  • 175 million are needed to support the Government's investment in the agricultural sector

Members of the IHRC urged the Parliament to approve the legal framework developed by the National System of Disaster Management and Disaster (SNGRD), recommend to the next government to strengthen the reforms in terms of water management and to address issues related to security. The two co-President have also wished that the new Government extends the mandate of the IHRC.

At this subject Jean-Max Bellerive argued that the Commission should continue beyond October because it is "a tool that can help to the stability" of the country.

The IHRC has also reiterated its support for the next government, the commission promises to "continue to provide support for strengthening its institutional capacity so that it can fully assume the conduct of the reconstruction efforts of the country". Jean-Max Bellerive has insisted that "when the new president of Haiti [Michel Martelly] will take his duty, the IHRC will present not only a global action plan, but also the means of implementing this plan".
