In the Official Journal Le Moniteur N°42, 174th Year of Thursday, March 21, 2019 was issued an order signed by the President of the Republic Jovenel Moïse, appointing the citizen Jean Michel Lapin, ad interim Prime Minister to dispatch current affairs, in waiting for the formation of a new Government. In its Article 2, the decree says "The Order of 5 August 2018, naming the citizen John Henry Céant Prime Minister, is and remains annulled."

Recall that Jean Michel Lapin a former Director General of the MCC, had become September 18, 2018, Minister of Culture and Communication to replace Guyler C. Delva.
