Haiti - Elections : Study mission of CEP to the Dominican Electoral Council

On 3 and 4 April in Santo Domingo, officials of the Dominican Central Electoral Council (Junta Central Electoral - JCE) received during 2 days on study mission, a Haitian delegation of the Provisional Electoral Council (CEP) to discuss the project "Elections and Political Processes" at the School of Electoral Training and Civil Status (EFEC).

The two sides exchanged experiences and discussed the initiative, funded by the United States Agency for International Development (USAID) and implemented by the International Foundation for Electoral Systems (IFES).

Jean Bernard, who was particularly interested in the IFES told his interlocutors that Haiti did not have a Center dedicated to the training of people who take part in the elections but underlined "we intend to create an institute provided for by law, although it has not yet been approved by our Parliament."

During his stay, the Haitian study mission focused on understanding the structure and functioning of the EFEC and gaining the maximum practical knowledge applicable to the Haitian context.

The Haitian delegation of CEP was composed of Councilor Lucien Jean Bernard and officials Cedieu Luc Dominique, Joubert Junior Pollas, Charles Clément Jude and Yves-Marie Edouard, accompanied by Sophie Lagueny, Director of IFES in Haiti.

On the Dominican side, the meeting was led by Julio César Castaños Guzmán, President of the JCE; accompanied by Carmen Imbert Brugal, Full Member of the JCE Plenary Assembly and coordinator of the EFEC Academic Council and her acting Director, Carmen Figueiras Prim as well as coordinators and officials of the EFEC support areas.
