Haiti - FLASH : Violence in the Senate, the opposition wins a 2nd victory, the PM ratification postponed
Tuesday the ratification session of the General Policy of the Prime Minister Jean Michel Lapin put in continuation last Sunday https://www.haitilibre.com/en/news-27715-haiti-politic-the-opposition-minority-forces-the-senate-to-postpone-the-ratification-meeting-of-the-pm.html , resumed with more than 2 hours of delay.

But from the 2nd point of the agenda the real problems started. In Lapin's Cabinet, four Government personalities obtained two ministerial portfolios. In addition to Prime Minister Lapin, who is in charge of the portfolio of Culture and Communication, four other ministers are each endowed with two portfolios :

  • Ronald G. Décembre has been entrusted with the Economy and Finance (MEF) Finance and the Planning and External Cooperation (MPCE) portfolios;
  • Guy François Junior for the Ministry of Tourism and Haitians Living Abroad (MHAVE);
  • Jean Roudy Aly retains his portfolio of Justice and also takes control of the Ministry of Defense;
  • Josué Agénor Cadet, head of the Ministry of National Education and Vocational Training (MENFP), will also be responsible for the Youth of Sports and Civic Action.

It is this group that triggered the hostilities of the five opposition senators (Antonio Cheramy, Ricard Pierre, Evaliere Beauplan, Nenel Cassy and Youri Latortue) who categorically refused the accumulation of portfolios, demanding a separate Minister by ministry.

The Senators close to the power defended the regrouping of portfolios, Senator Joseph Lambert even tried to explain to the opposition the legality of this step by relying on article 34 of a 2005 decree which stipulates : "Consolidation and amalgamation of ministries is enshrined in law. The Prime Minister, in agreement with the President of the Republic, may decide, within the framework of the implementation of the Government action, to place several ministries under the tutelage of a minister."

An intervention that only served to fuel the fury of the opposition, deaf to all the arguments, who knows that the disturbance is the only means at its disposal, not being able as minority, to impose its dictate at the time of the vote, it tried without convincing, to say that this decree had been abrogated, causing in the commotion, a suspension of session...

A suspension that preceded a near-all-out brawl in the Senate, where the opposition and the majority senators came to blows, throwing chairs and other objects at the head, offering a sorry spectacle of our senators worthy of a fight of schoolchildren... "In the Senate, the President can not take unilateral decisions. I can not decide for myself. I have the law, the regulations and the Constitution to respect. I do not have any legal provisions against a senator who imposes himself and says that a session is not going to be held. In this kind of situation, the President can do nothing, only suspend the session to avoid the worst. The PM Policy Statement session is suspended. I will meet with senators to find adequate internal solutions," said Carl Murat Cantave at the end of this aborted session for the second time, noting that a new meeting of the Conference of Presidents will have to set a date for the resumption of the session put in continuation.
