He denounces the fact that some elements do not appear in this report, explaining that if he had contacted by telephone Arnel about the abduction of his neighbor, the businessman Jean Neel Michel is that he had no other choice, "the police and the justice had closed their doors in the commune of Marchand Dessalines" and these calls aimed to try to moralize Arnel on his actions, affirming to have never met physically Arnel.

Garcia Delva challenged anyone, including the telephone companies, to prove that he had a special relationship with Arnel and that he was an accomplice in this kidnapping, recalling that he is willing to respond to any invitation from a judge of instruction on this file and that he reserved the right to make important revelations to justice on some of his accusing colleagues...
