Haiti - Politic : 1st session without the minority group...
The minority group in the Senate (11 Senators) led by the Senators Evallière Beauplan and Youri Latortue have shunned the first Ordinary Session of the 49th Legislature, which lasted barely 15 minutes... Youri Latortue has expressed his support to the minority group of deputies (23 Deputies) who are protesting against the holding of this session, in the absence of the 17 deputies, whose election is called into question in the joint report OAS/CARICOM (JOEM). The deputies of the minority group demanding the application of the recommendation of the JOEM, namely the maintenance of the preliminary results for the elected contested.

This first session, originally scheduled for 11:00 am, opened on Monday shortly before 5:00 pm the National Assembly had to wait several hours, the arrival of all Parliamentarians of the platform INITE and of its allies for finally reach a quorum of 17 Senators and 53 Deputies.

In his opening speech, Rudolph Joazile (INITE) who assumes the role of President of the National Assembly, has appealed to the spirit of cooperation of all the parliamentary blocs in order to effectively advance the work, recalling that the issue of the amendment of the Constitution is a "great challenge [...] an imperative."

Another session in National Assembly is scheduled for 11:00 am this Tuesday. This session will focus on the review of the statement of amendment of the Constitution. Time is playing against the parliamentarians who must vote these amendments before May 9 [in 6 days], the date of closure of the 1st Ordinary Session of the 49th Legislature [open after more than four months late...]

Saurel Jacinthe (INITE), the President of the Lower House [also vice-president of the National Assembly] believed that the deputies and senators will be at the rendezvous. "If a parliamentarian does not vote in favor of the amendment he will have some explication to give to the nation." A view shared by Sen. Joseph Lambert, who at the end of the session told the press "who at the end of the session told the press "If parliamentarians do not come to the meeting, history will remember their decision," the senator said, adding: "the Haitian diaspora will identify by itself those who decided to defeat the amendment of the Constitution".

The presence of the minority group is also important that the absence of the 23 members of the minority group and of 11 senators who support them, this could make it impossible to vote on these amendments that require the votes of two thirds of each chamber for this session, either 66 deputies and 20 senators.

Several constitutional experts express their disagreement with the version of the proposed revision. If adopted, some components of the law mother, would be removed and allow, for example, the access to the presidency of Haiti by foreigners, in case of naturalization.
