Haiti - Elections : Out of crisis, the solution of Gaillot Dorsinvil 03/05/2011 14:00:51 "...I want to point out that I have always been on the side of the USA or the international community, for make respect the popular vote. I should be the latest person against whom the threats should be uttered... [...] Legally, we can not eliminate the BCEN. [...] I will propose to the Council to do what is called in law - a retrial - for some cases that seem most critical [...] So we stay within the law. [...] You will agree with me that the OAS report didn't leave any leeway, allowing me to integrate some of the 19 candidates" Recalling that the OAS, obeying to the law of the street, has ignored several of the 19 winners of 20 April that would actually have won after the contentious, "...I address this criticism to Ambassador Colin Granderson who worked without even thinking about consulting me. His task would have been greatly facilitated." Affirming that this proposal of a new BCEN has not been subject to pressure, the President of the CEP affirmed "to want to protect the democratic gains and the electoral institution", he presented a schedule for the implementation of this special BCEN, whose members are not yet known... the "retrial" could be done on May 6 and the new final results proclaimed the next day. "We are negotiating, you can not have everything [...] I am ready to work with everyone as it has always been the case [...] for a successful outcome so that there is only win-win [...] Here is my proposal, that it be shared with all actors involved in the resolution of the crisis, and I quote: the Government, the President-Elect and the International Community. I recalls that I must be in a position to move freely and without political pressure and of justice in order to accomplish my mission until the end." To carry out his proposal for out of crisis, Gaillot Dorsinvil also requests that the safety of the Advisors be restored or enhanced and that of the Special Tribunal and all its members. No one knows how the international community will respond to this proposal, or if it will considers that this crisis is a period of negotiation as stated by the President of the CEP.
