Haiti - Social : «Jovenel Moïse acted outside the law»
A series of human rights organizations, the Haitian Solidarity for Human Rights Defense (SOHDDH), the Collective of organizations for the defense of the rights of migrants and repatriates (CODDEMIIR), the Group of academics for rural development (GUDESMIR), the Organization Espoir Haiti (OEH), the Citizens' Group for Socio-Cultural Development of Youth (GCDSJ), Òganizasyon Zanmi Timoun Fwontyè (OZTF), the Border Network against Torture of Vulnerable Children (REFCOTEV), the Rural Women's Association of Ganthier (AFERUG) ..., took a stand on the departure of Michel-Ange Gédéon and the appointment of Normil Rameau at the head of the National Police of Haiti.

"The smooth running of institutions in human societies requires the presence and action of men and women of courage. Michel-Ange Gédéon, during his tenure as head of the National Police, has proved his worth. He showed that he had a spine, which is missing to many Haitian leaders nowadays. If the room for improvement of the institution remains very perfectible, it is not because of a lack of leadership. But preferably, because of the bad faith of non-conscientious politicians and dishonest businessmen, prioritizing the lure of personal gain on the collective well-being," write the aforementioned organizations.

These organizations take note of the departure of Michel-Ange Gédéon as head of the Haitian National Police. We also salute his three years of hard work in this position. As he said in his farewell address on August 27, "closing this three-year term was a challenge, leading the institution so far has been a tough test." The work he has done will remain etched in history. Disabling villains of highways such as Arnel Joseph https://www.haitilibre.com/en/news-28309-haiti-flash-the-dangerous-gang-leader-arnel-finally-captured-by-the-pnh.html, Ti Je https://www.haitilibre.com/en/news-27595-haiti-flash-the-dangerous-gang-leader-tije-dies-under-the-bullets-of-the-pnh.html among other things, the establishment of discipline and order within the National Police, even when it was difficult, deserve applause, adding, "If the police institution has been in a state of upheaval, is due to the fact that she was left behind. Instead of improving the working conditions of the police, increasing the budget allocated to the institution, the major state clerks, for the most part, from the National Palace to Parliament, prefer to arm and fund gangs. These bandits, as we can see, terrorize the population with impunity. Because of wicked with politicians and ill-intentioned businessmen. If not, how can one explain why no one is yet condemned for the La Saline and Carrefour-Feuilles massacres ? Many journalists and policemen were killed by the murderous bullets of these thugs. The police do their best job except that the court system is too weak to do its part.

We also take note of the appointment of Mr. Rameau Normil https://www.haitilibre.com/en/news-28601-haiti-flash-the-head-of-state-replaces-the-dg-of-the-pnh.html at the head of the National Police. We consider that President Jovenel Moses acted outside the law. What is not new. Although this decision, by its very nature, is the result of a violation of the constitution, we believe that it can serve the good cause. This will require the new DG to protect the institution from politicization or polarization. Mr. Normil's experience in law enforcement can be an important factor in that sense.

We denounce the fact that such an appointment is made in violation of the Constitution. This proves that President Jovenel Moïse does not care about the law. Since coming to power, he has not stopped swimming illegally. And his name is found associated with various corruption scandals. The worst thing is that it finds support in the international community. For more than five months, the country has stopped functioning, innocent people are dying, and there is no government to rescue a beleaguered population. "

To finish these organizations reiterates their alarm call. "That the National Police of Haiti take its responsibilities and that it becomes for real a republican institution that protects and serves the citizens."
