Haiti - Politic : Parliamentary holidays without return 07/09/2019 12:43:52
On Monday, 9 September, in accordance with the Constitution (Articles 92.2, 98 and 98.1) deputies and senators are convened in the National Assembly, for the closure of the work of the second ordinary session of work of the deputies of the year 2019 (8th and last session of the 50th legislature). This departure on holiday of the deputies (wages and privileges paid) is particular because at their "return" it will not be able to sit as elected deputies, being at the end of their mandate of 4 years and will only be able to the balance sheet and the closing of the 50th Parliament. Unless summoned to the extraordinary by then, by President Jovenel Moïse, the deputies will no longer set foot in the lower house as parliamentarians. In the absence of elections, the Parliament will become dysfunctional in January 2020, amputated from the lower house. No law can be ratified and President Moïse will have to govern by decree. The Senate will continue to sit because of the principle of permanence, but its integrity by 2020 is uncertain. In fact, the mandate of 10 senators : Antonio Cheramy (VERITE), Évalière Beauplan (PONT), Nawoon Marcélus (CONSORTIUM), Jacques Sauveur Jean (PHTK), Carl Murat Cantave (KID), Wilfrid Gélin (PHTK), Ricard Pierre (Pitit Dessalin), Hervé Fourcand (PHTK), Saurel Jacinthe (INITE) et Francener Dénius (VERITE) who was extended for 2 years in 2018 following a negotiation with Jovenel Moïse, will expire in January 2020.
