On Monday the Senator and Pastor of the South-East, Dieupie Cherub (KID) and 1st Secretary at the Senate Office proposed in a proposal to end the crisis, that the Government ratified by the Assembly of deputies, the in the shortest time ratified by the Senate and that in case of violent recidivism of the opposition, that it be installed under instruction of the Executive.

Excerpt from Senator Dieupie Cherubin's proposal to end the crisis :

"[...]
It is a fact that the scale of the Haitian socio-political crisis can not be solved in isolated manner, neither by the executive nor by the political opposition, much less without the active involvement of the private business sector; However, during this time, the country remains almost dysfunctional for more than a year. Nothing really works.

Insecurity with the growing number of armed gangs across the country is becoming our true evil of the century ! Weak institutions pave the way for corruption and impunity. Food insecurity is affecting almost the upper classes of the population. Unemployment and begging are gaining ground because of the depreciation of the gourde, which further deteriorates the purchasing power of our compatriots. Economic growth has been down for a long time ! The growing unemployment ! International agreements are dormant !

At this crossroads, I propose, in my capacity as Senator of the Southeast and First Secretary of the Senate of the Republic, that the Government ratified by the Assembly of Deputies be promptly elected by the Senate. In case of recidivism of the socio-institutional contrarieties due to violence between the conscripts
and that under the agreement of the parliamentary majority and in the name of the principle of the defense of the general interest, that this Government be installed under the instruction of a decision of the power of the executive.

But this will not be a blank check. The Haitian people must be the first beneficiary. Thus, this Government will have a binding mandate spanning three months and governed by the following missions:

Bring back security in metropolitan areas of lawlessness as well as at the provincial level as soon as possible;

Relieve by urgent social decisions the conditions of famine and food insecurity at the national level;

Take urgent and innovative measures to ensure effective management of fuel scarcity across the country;

Stabilize the depreciation of the Gourde against the dollar and provide the country with a new budget for the 2019-2020 fiscal year;

Immediately set in motion a process of dialogue leading to a consensus Government starting in January 2020 including: a Prime Minister of the opposition or civil society, 8 opposition ministers and 8 ministers from the 'executive ;

Initiate the inter-relational prerequisites in terms of consultations to lead in 2020 to the launch of the electoral process.
