Haiti - FLASH : The Senators react ! 14/01/2020 05:51:46 "The undersigned Senators took note of a tweet launched in the middle of the night from January 12 to 13 by the President of the Republic where he said 'to note the lapse of Parliament and to take note of this institutional vacuum caused by the departure from the Chamber of Deputies and two-thirds of the Senate.' By this declaration, the Head of State puts himself in a situation of double forfeiture, because 1. no article of the Constitution in force grants him the right or the power to rule on the duration or the end of the mandate of the elected representatives of the sovereign people; 2. his unilateral decision to declare the lapse of one of the three powers independent of the State sins at the same time against the vocabulary, the constitutional norms and the rules of representative democracy. Is lapsed what is outdated, nonexistent. It is timely to remind everyone that the Senate operates continuously. And as long as it functions, even with a reduced staff, the Parliament exists and cannot be struck down to open the way to autocratic governance by decree. This impropriety of term reveals a state of mind and a wish, if not a hidden project which explains the slowness and procrastination in the organization of the elections at the constitutional deadline of October 2019 for the renewal of the Senate and of the Chamber of Deputies. The undersigned Senators here proclaim their determination to defend the parliamentary and legislative institution and call on the other great powers of the State to strict democratic standards and principles.
