Haiti - Football : The FHF denounces a shameful campaign of disinformation and defamation
The Haitian Football Federation (FHF) notes and condemns a shameful campaign of disinformation and defamation on social networks launched in recent days around its operation, its management and the financial means at its disposal. A succession of fabricated false information which even attacks devoted volunteers who have helped the FHF to set up a modern professional structure for a better image and better supervision of young people arriving in the national team.

The Executive Committee recalls that the FHF is a centenary institution managed according to statutes voted by its members and approved by the Fédération Internationale de Football Association (FIFA). Working and has as main and almost sole donors: FIFA - The Haitian State and CONCACAF

The Federation would like to point out that since 1998, FIFA has provided identical financial assistance to each of the 211 member federations in the world. FIFA through its Forward regulations imposes strict governance criteria to release its said funds including a detailed progress report every 6 months with supporting documents and all the necessary means of verification (photos, videos, accounting documents), an audit by an independent national firm, an audit by FIFA's internal audit structures, and finally the dispatch on the spot of international audit experts for in-depth verifications; In addition, even for miscellaneous purchases, companies are subject to CONCACAF verification and the requirement to sign a "partner code".

It is crucial to emphasize that for the Forward 2.0 program for the 2019-2022 Cycle the total amount available and can only be disbursed according to defined criteria

A working capital of one million US dollars per year to be disbursed in two annual installments. This amount covers the operating expenses of the FHF;

An amount of 500,000 US dollars for projects which can be of 4 types:

- Sportsmen
- Infrastructures,
- Skills development,
- Income generators.

A total of $6 million over 4 years (2018-2022).

To these amounts, FIFA adds for each National Association:
200,000 dollars each year (2019-2022) as "travel solidarity" for plane tickets and accommodation for National Teams in competition.

200,000 dollars every 4 years as solidarity-Uniforms (tennis, shoes, football uniforms) to help clubs and national teams and referees in their needs.

These FIFA funds are subject to very strict regulations; in addition to broad sporting criteria, the FIFA regulations impose controls at all times with experts delegated on the spot several times a year.

The FHF is proud to proclaim loud and clear that regularly since the inception of the program, the FHF accounts around financial assistance are healthy as evidenced by the reports of the independent national auditor, the audit services of the FIFA and CONCACAF. Moreover, it is important to emphasize that the FHF has only 3 members of the Executive Committee in addition to its Secretary General, statutory manager of its accounts elsewhere, as authorizing officers of expenditure and signatories on its accounts, and requires 2 obligatory signatures for commit Federation funds; we are far from the fanciful figures and procedures of disinformation published to harm.

The accounts, annual audit reports as well as the reports of funds received or disbursed are regularly sent to our donors and also communicated to the members and published in the press for the general public; there can therefore be no revelations on questions which are already public !

The FHF wanted to provide these details and this information for the full edification of the national community and especially of the big family of football, the leaders, the players, the coaches, the referees, the fans and journalists who kill themselves and invest the little they earn to make Haitian football work and advance and make the pride of a nation sickly attached to the beautiful game.
