Haiti - Politic : Edmond Mulet expresses his frustration
Edmond Mulet, the former head of the UN Mission for Stabilization in Haiti, which will be replaced on June 1, by the Chilean Mariano Fernandez, has expressed in the latino press his sentiment of "great frustration". He believes that despite 30 years of experience in Haiti, the International Community (IC) has achieved ​​"hundreds of projects in this country who have no real value." In addition, Mr. Mulet believes that the IC is jointly responsible for the weakness of Haitian institutions, because of its tendency to not want to work with these institutions.

He calls Haiti to break the umbilical cord with the IC, to achieve a country "autonomous", which will require, to do this, an economic development. Recalling to the Haitian authorities, there will be no national or international investments without a basic framework, without a real rule of law.

In his view, the investors are discouraged when they see that in Haiti there is no land registry, there is no reliable record of property, or commercial building codes essential for business development "There are commercial courts, but no justice..." adding that "the average daily work of a judge in Haiti is 52 minutes..."

Edmond Mulet will resume his former post of U.N Assistant Secretary-General for Peacekeeping Operations, on June 17.
