Haiti - Politic : The Saga of the amendment of the constitution continues...
The politico-juridical imbroglio concerning the promulgation of an altered version, in part, of the Constitution, continues to make waves to the Parliament. Earlier this week, some parliamentarians have called for an investigation to explain why the text published in the official newspaper "Le Moniteur" is different from the one sent to the Executive?

Indeed, many "errors" appear in the version of the amendments, published May 13, 2011 in the official newspaper "Le Moniteur". For example, several Articles not voted by the Deputies and Senators concerning the duration of the mandate of elected officials were included in this version, while the parliamentarians had chosen at the last minute, to change de return on the vote concerning the extension of mandate for the Deputies of 4 to 5 years and on the two-year extension of the mandate of the senators who must arrive soon to term.

Senator Hyppolite Melius (Northwest), Second Secretary of the Senate, said that his signature had "disappeared" mysteriously at the bottom of the amended text "I seek an explanation for this, on the text that I signed who came out of Parliament, there my name as Second Secretary, and because the Senator Pierre Franky Exius, who is First Secretary in the Senate, had an emergency [...] He mandated me so that I sign for him. In the document published in Le Moniteur I was surprised to see that my name was not there, my signature is not there"




For his part, Edouard Paultre, Coordinator of the National Council of Non-State Actors (CONHANE) believes that there was manipulation "there was manipulation, we are talking of minutes, which are minutes of the vote on the amendment, which are missing... we can think that these are maneuvers of Mr. Préval before leaving, to leave this issue in the hands of the new government"

As for Senator Riché (Grand Anse), he sees in the published text "a trap against the new President of the Republic Michel Martelly."

The President Martelly, which remains focused on his priorities [rehousing of victims and free education], said, did not understand how the text promulgated may be different from the constitutional amendment approved by both Houses of Parliament. The President Martelly claims that the errors committed intentionally by the outgoing team be quickly corrected. "This text was published under their government, that they manage to rectify the situation," has declared vigorously the Head of State, making reference without naming it, to the platform INITE of his predecessor, René Préval whose he stated "not to want to inherit from the misdeeds."

LAST MINUTES:
We just learned that the President Michel Martelly, and the two Presidents of the chambers, Saurel Jacinthe and Rodoplhe Joazile would have agreed that it was material errors that can be corrected by a new production of the same issue of the Official newspaper. Some specialists ensure that these types of corrections have already occurred in the past. However, we could not get confirmation from another source, of this information, so we suggest you to take this last information with the reserves of use.
