Haiti - Education : Meeting of the Follow-up Committee of the accelerated financing of the Global Partnership for Education
Within the framework of the requirements of the Global Partnership for Education (PME) for the follow-up of the accelerated financing and the fiduciary management of the funds which will be allocated to Haiti, https://www.icihaiti.com/en/news-29812-icihaiti-education-monitoring-of-the-financing-of-projects-by-the-global-partnership-for-education.html , it is the United Nations Children's Fund (UNICEF) which has been selected as the execution partner, face the World Bank and the NGO CARE who were also candidates.

According to its mission, the Partner Executing Agency will ensure that "the funds are properly managed and perfectly aligned with the general development of the education sector. He will also ensure that these funds effectively contribute to improving processes and results in Haiti."

Following the recruitment of the Partner Agent, a Monitoring Committee was formed to support UNICEF in the implementation of the next steps process.

Members of the Committee :

  • Cénatus Pierre: Representative of General Directorate ;
  • Pierre Jean-Baptiste: Representative of the Directorate of Basic Education (DEF);
  • Numidia Saint-Germain: Representative of the Studies and Programming Unit (UEP);
  • Lourdes Edith Joseph: Representative of the cabinet of Minister Cadet;
  • Sherley Dominique: Representative of the National Office for Partnership in Education (ONAPE).

During his first working session, the Committee’s mandate, working methods and emergencies were on the agenda. The Committee also met with representatives of UNICEF, Mirko Forni and Béatrice Malebranche who reviewed their role and mission as well as the coordination put in place for the harmonization of actions to be undertaken with the Ministry and the smooth running of operations.

At its second meeting, a work schedule was adopted and the Committee plans to quickly finalize the project document around priority actions respecting the procedures established by the SME. This document will then be submitted to the highest authorities of the Ministry, the Director General of ONAPE, then the Emergency Sector Group and the Education Sector Group. Once this step has been completed, the document can be sent to the SME on February 21, 2020 at the latest.

Analyzing the time required to prepare the proposal to be submitted to the PME, the time it will take to make the funds available, the Monitoring Committee considers that certain actions envisaged should be carried over to the 2020-2021 academic year. In the meantime, the Committee considers it necessary to identify the priority intervention areas, that is to say the localities where children still have great difficulty in going to school because of insecurity, forced displacement of households and their decapitalization...

In a second step, the participants reviewed the main objectives of the Priority Action Plan in order to compare them with the validation criteria of the SME. A consensus was found on certain ongoing operations, carried out by the Ministry, in particular the reorganized school calendar, programs with minimum skills or the communication campaign around the right to education.
