Haiti - Politic : Telecom operators face the Covid-19 crisis
The National Telecommunications Council (CONATEL) organized this week a video conference with telephone, Internet access and pay TV operators to discuss the management of Covid-19 coronavirus which has already infected 18 people in Haiti... https://www.haitilibre.com/en/news-30430-haiti-flash-covid-19-2-new-cases.html

For Leon Jean-Marie Guillaume, it was the Director General of CONATEL with the most decisive actors in the supply of production support services, to see on the one hand their needs for the continuity of services and on the other share the actions to be taken to mitigate the consequences of the fall in economic activity with, conversely, an increase in telework.
Four objectives have therefore been assigned to operators:

  • 1 - Guarantee the online or teleworking capacities of economic and social actors
  • 2 - Promote mechanisms or services that would help keep people at home (television offer, etc.)
  • 3 - Guarantee the continuity of telephony services by offering alternatives or payment facilities which take account of social distance requirements, potential confinement and the low deployment of distance financial services within the population.
  • 4 - Strengthen the sharing of information for educating people and the necessary behavioral changes.

A double concern has been expressed by operators with regard to data transmission. On the one hand, how to increase the bandwidth to accommodate the growth of traffic and on the other hand how to promote the platforms established in Haiti in order to reduce the consumption of international bandwidth ?

Pay TV operators were also reminded of the obligation to continue to give free access to TNH programming even to customers who are not up to date with their payments.

The operators agreed that it would transmit to CONATEL in the short term, the various responses that they will have developed around the objectives set.
