Haiti - FLASH : Drastic conditions to return to the country

Due to health measures taken to combat the spread of the Covid-19 coronavirus, including the closure of Haiti's air, sea and land borders, many compatriots who wish to return to the country are still stranded abroad in the waiting for an authorized flight..

Aware of this situation Prime Minister Joseph Jouthe has sent a correspondence (PM/JJ/gpcbs/123) to Claude Joseph, the Minister of Foreign Affairs in which he reminds him that "only the Prime Minister authorizes exceptional flights to Haiti."

In addition, HE specifies the conditions that must be met by any Haitian who wants to return to Haiti :

"[...]

1 - Submit a recent certificate of negative result to Covid-19;

2 - Have a confirmed travel reservation;

3 - Have proof of a hotel reservation for a 14-day confinement either at Visa Lodge or at Servotel" adding that "the passports of those concerned will be kept by the immigration services during the time of quarantine or 15 days [...]"

In other words these requirements are far from facilitating the return to the country of our compatriots, impose on them a real journey of the combatant and conditions which can for some become ruinous see insurmountable...

Furthermore, we may wonder why such conditions do not apply to Haitian citizens who voluntarily return to Haiti by thousands, via the land border, having lost their jobs following the closure of all non-essential economic activities in the context emergency measures to combat the spread of Covid-19 in the neighboring Republic... https://www.haitilibre.com/en/news-30530-haiti-covid-19-more-than-140-000-haitians-have-lost-their-jobs-in-dr.html Wouldn't all Haitians be equal ?
