Haiti - Security : National Risk and Disaster Management Plan

The Haitian Government recently approved the "National Risk and Disaster Management Plan 2019-2030" (PNGRD), the result of a long participatory, inclusive and multisectoral process that began 4 years ago.

The PNGRD was developed taking into account the multi-risk and recurrent context of natural disasters in Haiti, aggravated by climate change and multidimensional poverty. By approving this document, Haiti is therefore committed to strengthening its resilience in a collective and inclusive manner, taking into account the principles of gender equity and responsibility. From now on, the Haitian strategic framework for disaster risk management integrates the issue of climate change and human security. It emphasizes gender sensitivity, inclusion of people living with disabilities and universal access during the intervention and reconstruction phases. Investment protection, risk transfer, public and community governance of disaster risk, organization of volunteering and accountability.

The National Plan is deployed around four strategic axes, the action priorities of which are : improving knowledge of disaster risks; strengthening disaster risk governance; the development and use of financial mechanisms for building the resilience of communities, public and private structures and improving preparedness for an effective response and early recovery after a disaster.

These axes target ten results and envisage 62 activities. These will then be made operational through a comprehensive implementation plan and sectoral plans for the public and private sectors, in accordance with responsibilities and accountability mechanisms, which must be clearly identified and shared.

The realization of this plan was made possible thanks to the support of the United Nations in particular the United Nations Development Program (UNDP) and UN Women, the technical support of the United Nations Office for Disaster Risk Reduction , as the custodian of the Sendai Framework and financial support from the United States Office of Foreign Assistance (USAID/OFDA), and the World Bank.
