Haiti - FLASH : President Abinader announces the construction of a dam on the Artibonite river in Dominican soil 31/05/2021 09:18:40
Prime Minister ai Claude Jospeh declared at the beginning of the meeting "My presence at the opening ceremony of this technical meeting [...] signifies the determination of the Government of Haiti to prevent a misunderstanding that seems to arise in the management and use of the waters of the Massacre river, a latent conflict between the populations of the border area [...] The objective of the meeting is precisely to explore ways and means to dispel any misunderstanding on the real scope and purpose of the irrigation project that the Haitian Government is carrying out on the Massacre River [...] It is time for the two countries to agree on a global framework for the management of shared hydraulic resources, not only in Ouanaminthe/Dajabón, but in all the other points of the land border." At the end of this meeting, a joint declaration was signed where the two parties undertook to create within the Mixed Commission a Technical Table for a better understanding of the work carried out in the border area. Text of the Joint declaration : "Binational meeting on the situation of the transboundary waters of the Massacre River (or Dajabon for the Dominicans) Meeting at the Ministry of External Relations of the Dominican Republic within the framework of the Haitian-Dominican Bilateral Commission, the Delegations present agreed on the following declaration. Considering that the Treaty of Peace, Perpetual Friendship and Arbitration signed on February 20, 1929 between the government of the Republic of Haiti and the Government of the Dominican Republic in which is established the right of the two nations to use the waters of rivers in the border area in a fair and equitable manner; Considering the interest of the two nations to work together to create the mechanisms that guarantee the sustainable management of transboundary watersheds and the proper use of binational watercourses; Recognizing, on the basis of the information provided today by the representatives of the Republic of Haiti and in the spirit of understanding and exchange of information in accordance with what is stipulated in the treaty of February 1929 that the work running on the Massacre or Dajabon River for the water catchment does not consist of a deviation of the watercourse: Have agreed as follows : To continue to exchange information relating to all hydraulic structures built or to be built in the cheese area; To create a Technical Table for a better understanding of the work carried out in the border area within the framework of the Agriculture and Environment Sub-Commission of this Bilateral Mixed Commission with a view to the creation of a Binational Water Table; To develop, within the framework of the Technical Table, a technical protocol for the coordinated management of transboundary watersheds, to guarantee the management of resources in a joint manner, in accordance with what is prescribed in the Treaty of February 20, 1929 and legal standards International.
