Thursday, May 27, a meeting of the Dominican-Haitian bilateral joint commission was held at the Dominican Chancellery in Santo Domingo in order to take stock of the construction in Haiti of works for the collection of part of the waters of the Massacre river, to irrigate more than 3,000 ha of land in the Maribahoux plain.

Prime Minister ai Claude Jospeh declared at the beginning of the meeting "My presence at the opening ceremony of this technical meeting [...] signifies the determination of the Government of Haiti to prevent a misunderstanding that seems to arise in the management and use of the waters of the Massacre river, a latent conflict between the populations of the border area [...] The objective of the meeting is precisely to explore ways and means to dispel any misunderstanding on the real scope and purpose of the irrigation project that the Haitian Government is carrying out on the Massacre River [...] It is time for the two countries to agree on a global framework for the management of shared hydraulic resources, not only in Ouanaminthe/Dajabón, but in all the other points of the land border."

At the end of this meeting, a joint declaration was signed where the two parties undertook to create within the Mixed Commission a Technical Table for a better understanding of the work carried out in the border area.

Text of the Joint declaration :

"Binational meeting on the situation of the transboundary waters of the Massacre River (or Dajabon for the Dominicans)

Meeting at the Ministry of External Relations of the Dominican Republic within the framework of the Haitian-Dominican Bilateral Commission, the Delegations present agreed on the following declaration.

Considering that the Treaty of Peace, Perpetual Friendship and Arbitration signed on February 20, 1929 between the government of the Republic of Haiti and the Government of the Dominican Republic in which is established the right of the two nations to use the waters of rivers in the border area in a fair and equitable manner;

Considering the interest of the two nations to work together to create the mechanisms that guarantee the sustainable management of transboundary watersheds and the proper use of binational watercourses;

Recognizing, on the basis of the information provided today by the representatives of the Republic of Haiti and in the spirit of understanding and exchange of information in accordance with what is stipulated in the treaty of February 1929 that the work running on the Massacre or Dajabon River for the water catchment does not consist of a deviation of the watercourse:

Have agreed as follows :

To continue to exchange information relating to all hydraulic structures built or to be built in the cheese area;

To create a Technical Table for a better understanding of the work carried out in the border area within the framework of the Agriculture and Environment Sub-Commission of this Bilateral Mixed Commission with a view to the creation of a Binational Water Table;

To develop, within the framework of the Technical Table, a technical protocol for the coordinated management of transboundary watersheds, to guarantee the management of resources in a joint manner, in accordance with what is prescribed in the Treaty of February 20, 1929 and legal standards International.

Both parties agree to appeal, if they deem it necessary. international technical assistance in this area.

This declaration, in French and Spanish versions, both being equally authentic, is signed by the Technical Secretary and the Executive Secretary of the Haitian-Dominican Mixed Commission, on the twenty-seventh day of May in the year two thousand. twenty one .

In addition, Saturday May 29, on the sidelines of the inauguration of a Health Center in Jarabacoa, President Luis Abinader denied the rumors which suggests that the Dominican Republic had approved the work of Haiti on the Massacre River. "I am surprised by the opinions of some media and some people who think there has been approval. The only thing that was approved in this Commission was the creation of a technical table, which will discuss the use of all the water resources of the border [...] according to what the 1929 treaty indicates [...] so that there are no conflicts today nor tomorrow nor later."

In addition, President Abinader declared that at this technical table, he will present the project to build a dam in Dominican territory on the Rio Artibonito (Artibonite River) stressing that this should have been done since a long time, but no President had wanted to present this project to Haiti... He specified that the construction of this dam will begin next year and that all the studies were ready.
