Haiti - FLASH : Official delivery of the draft of the new Constitution to the Prime Minister
On Wednesday September 8, 2021, during a ceremony at the official residence of Prime Minister ai Ariel Henry, the Independent Advisory Committee (CCI), chaired by Me Boniface Alexandre, officially handed over to the Prime Minister, in the presence of members of the Government and of executives of the public administration, the draft of the new Constitution.

Recall that this draft New Constitution, the result of long consultations undertaken by the Committee with representatives of different sectors of national life and the population, undertaken since October 30, 2020, was one of the priority projects of the late President Jovenel Moïse, assassinated in his private residence, on the night of July 6 to 7, 2021 https://www.haitilibre.com/en/news-34567-haiti-flash-new-investigating-judge-in-the-assassination-of-president-moise.html

For Prime Minister Henry, this project means providing the country with a new fundamental charter of inclusive application, clear, respectful of human rights, guaranteeing the balance of the three powers and modern democratic values, fundamental freedoms, the rule of law and allow the creation of conditions for good democratic governance.

In his intervention the Prime Minister declared "[...] The multiple political crises that we have known during these last decades, the handicap that this constitutes for the good functioning of public institutions, are serious arguments in favor of a new constitution.

Our country cannot achieve its development goals without having strong and stable institutions. The analysis of the multifaceted crises of our institutions shows the urgent need to endow the country with new fundamental rules.

It is imperative to work, in a participatory and inclusive logic, in order to clarify the competences of the Powers of the State, the rebalancing of Powers, the accountability of elected officials, the strengthening of control institutions and the independence of the judiciary.

[...] Members of the Committee, I thank you and congratulate you for having shown self-sacrifice, professionalism and impartiality in the accomplishment of the mandate entrusted to you. Mission accomplished. The Nation is grateful to you.

Let’s be clear that a new constitution will not be the panacea to solve all of our problems. But if we can come to an agreement on a more balanced and efficient way of organizing governance, that will be a starting point for other convergences [...]"


In addition, the Prime Minister seized the opportunity of this ceremony, to reiterate his firm will and his determination for justice to be done to President Moïse "This ceremony is an opportunity to say loud and clear to the whole Nation, to the family and relatives of the President, that despite small maneuvers and targeted attacks by some, the truth will eventually emerge and justice will be done."
