Haiti - FLASH: The PM dismisses the Minister of Justice, the Government Commissioner and the SG of the Council of Ministers
Monday evening, September 13, 2021, Prime Minister ai Ariel Henry during a Council of Ministers in his official residence, convened to ratify the agreement made with Political Parties and representatives of Civil Society announced the dismissals of Rockefeller Vincent, the Minister of Justice, of Me Bed-Ford Claude, the Government Commissioner and Rénald Lubérice the Secretary General of the Council of Ministers, despite the objections of the Council of Ministers on this decision.

Recall that the same day, the Minister Vincent in a letter addressed to Léon CHARLES, the Director General ai of the National Police of Haiti (PNH) had tried to regain control over the PNH specifying "The Minister of Justice and Public Security considers it appropriate to underline to all the agents of the National Police of Haiti whatever the specialized unit to which they are assigned [..] that, according to the provisions of the law of November 29, 1994 establishing, organizing and functioning of the National Police of Haiti, in particular in its article 4, the National Police of Haiti comes under the Ministry of Justice and is placed under the authority of the holder of the Ministry.

The Minister, direct superior from whom you receive all your instructions, specifies, to dispel any confusion of roles, that the Superior Council of the National Police (CSPN) basically only has an advisory power on the main orientations of the policy of action of the National Police. [...] the holder of the Ministry of Justice and Public Security instructs you to order all officers of the PNH not to execute any order of political authority that does not hold such competence, even less if this order is tainted with illegality. The personal and/or penal responsibility of any offender will be engaged, and administrative and/or penal sanctions will be demanded and taken.

In addition, let's recall that this Tuesday, Prime Minister Henry was to go to the prosecution at the invitation of Bed-Ford Claude, the Government Commissioner to explain the content of two phone calls made the night of the assassination of the President Moïse, with Joseph Felix Badio [one of the main suspects in the assassination of Jovenel Moïse on the run and actively wanted https://www.haitilibre.com/en/news-34225-haiti-notice-the-pnh-is-looking-for-3-dangerous-and-armed-individuals-including-a-former-senator.html ] as it appears on the telephone statements provided by Digicel https://www.haitilibre.com/en/news-34714-haiti-flash-the-prosecution-wants-to-hear-pm-henry-in-connection-with-the-assassination-of-the-president.html

As for Rénald Lubérice, these positions and his public statements, which largely exceeded his powers, bothered more than one, the Prime Minister included...

The decree confirming the decision of the Prime Minister formalizing these revocations should be published shortly in the Official journal "Le Moniteur". A decision that puts an end to the tensions that existed between these three people and the Prime Minister a.i.
