Acting Prime Minister Ariel Henry published in Special Issue #46 of the Official Journal Le Moniteur the "Political Accord for Peaceful and Effective Governance of the Interim Period".

This agreement comprising 29 articles, maintaining Ariel Henry in his role of Executive Power as stipulated in Article 2 : Pending the reestablishment of the Presidency of the Republic, the Council of Ministers, headed by the Prime Minister, fully and effectively exercises the Executive Power, as defined by the Constitution."

This agreement requires, among other things, a new Government (Article 3), the creation of a control and monitoring authority of 23 members (Article 8), the creation of a new Provisional Electoral Council (Article 14) and the formation of a Constituent Assembly of 33 members (Article 17) and its mission (Article 18)
