Haiti - Politic : Towards a Government of public safety ?
At the time where the President of the Republic is preparing to designate the next Prime Minister, negotiations are underway for the signing of a pact of governability with several blocks of the Chamber of Deputies that would, according to our information, close to reach an agreement with the Executive.

Jean Tholbert Alexis, the Deputy of Croix-des-Bouquets (ANSANM NOU FÒ), President of the Parliamentary Group for Renewal (GPR) within this room, admits to having had contact with the advisers of the President Martelly in order to find a settlement agreement.

Andrys Riché, the Senator of Grand Anse (Alternative), supports the strategy of the Presidency which is seeking a parliamentary majority able to ensure the ratification of the next Prime Minister-designate. The Senator Riché advocates a pact of governability, the formation of a government of public safety (salut public) and the organization of a national conference to put an end to the political deadlock.

...in the way the things are going, even if [the Head of State] designate a the Prime Minister now, [...] the time to study the documents, in the Lower House and Upper House, in mid-September we will be still in the process... I believe that today, in the situation in which is the country, it is necessary to have a form of government of public safety that allows us to make a kind of buffer, and then after, together, we will move forward towards a kind of National Convention.

[...] I must tell you that there are many discussions [...] the executive is in communication almost constantly with the members of G16 and these gentlemen of the GPR, and I believe that the President of the Republic, has also asked to the other sectors of the Parliament to meet him [...] because his project, is to send another Prime Minister who will not be rejected as the others...

[...] Now, in the approaches in progress [...] these gentlemen of G16 or of the GPR continue until now to claim that they have the majority in Parliament and therefore, this mean for them, that in all the negotiations with the Parliament they want to be privileged...

For me, what is serious and I have always said is that this gentlemen (INITE, LESPWA, CPP ...) have led the country where it is today, without having to give a lot of explaining... You have to be mentally disturbed to leave the country in the same condition... It is for this reason, that I think today, seeing the embarrassment in which is the President of the Republic to form a government, [...] that it is necessary to call upon all persons in the country that are able to make a contribution, if we want to pass this step of the formation of a government of public safety, that is to say a government with a certain coherence, bringing together the various sectors represented in Parliament, while taking into account of those with a higher number of representatives [...] however, this is not the number that counts, what is important is what you can bring in a government of public safety, able to put this country on the track, so that we can be able to move forward.

For me, the final solution remains in the organization of a National Conference where all segments of the society can express on the new direction that this country can take. I think that's this way that we must follow now...


For his part, the Senator Francky Exius, member of the G16, and First Secretary of the Senate office, has made opposition yesterday Thursday to the new strategy for designation of the Prime Minister adopted by the President Michel Martelly recalling that the Head of State must return in the constitutional path and consult first the Presidents of both Houses before to discuss with the various parliamentary blocs. He recalled the commitment of the G16 to the appointment of a person open to political consensus and who inspires the confidence to all sectors, indicating that this Friday, the G16 will meet to define its position.
