Haiti - FLASH : Towards a foreign armed intervention in Haiti, to eliminate gangs
The Council of Ministers, meeting in an extraordinary meeting, Thursday, October 6, 2022, adopted a resolution authorizing the Prime Minister a.i. Ariel Henry to "request and obtain from Haiti's international partners effective support through the immediate deployment of a specialized force army, in sufficient quantity to stop, throughout the territory, the humanitarian crisis caused, among other things, by the insecurity resulting from the criminal actions of armed gangs and their sponsors. Resolution published in special issue #29 of the official journal "Le Moniteur" dated Friday, October 7, 2022.

Text of the resolution :
"Alarmed by the risks of a major humanitarian crisis due to the sudden observation of the resurgence of cholera, added to the accelerated deterioration of the security situation throughout the national territory:

Considering that the blocking of oil terminals by armed gangs has catastrophic consequences on the functioning of hospitals forced to close their doors, on the availability of drinking water, on schools which are unable to accommodate students and on the supplying cities with foodstuffs:

Considering that this humanitarian crisis threatens the lives of many of our compatriots and, in particular, the poorest who were already living in precariousness and food insecurity;

Considering that it is imperative to restart activities in order to avoid the complete suffocation of the national economy:

Anxious to continue the steps aimed at creating a climate conducive to the organization of free, transparent and inclusive elections, with a view to restoring democratic institutions and transferring the management of the country's affairs to freely elected by the people Haitian :

Considering that it is imperative to put an end to these dangerous excesses. in order to restore the authority of the State and to enforce the Laws of the Republic;

The Council of Ministers gives mandate to the Prime Minister Ariel HENRY, for :

1. Solicit and obtain effective support from Haiti's international partners through the immediate deployment of a specialized armed force, in sufficient quantity, to stop, throughout the territory, the humanitarian crisis caused, among other things, by the insecurity resulting from the criminal actions of armed gangs and their sponsors;

2. Quickly achieve a secure climate that should make it possible to fight cholera effectively, promote the resumption of the distribution of fuel and drinking water across the country, the functioning of hospitals, the restarting of economic activities, the free movement of people and goods, and the reopening of schools;

3. Set up an inter-ministerial commission responsible for rapidly producing a document defining all the essential actions to be undertaken in parallel with a view to making the initiatives that will be taken sustainable.

It is understood that the Prime Minister will report to the Council of Ministers.

Former diplomat Me Pierre Antoine Louis said on local television that the request was sent to the UN Security Council, which must in the coming days discuss the form that this armed special force will take... Me Pierre Antoine Louis believes that the Haitian authorities may have requested specialized units with helicopters in support of the units of the National Police of Haiti (PNH) to dislodge the armed gangs.

However, it should be noted that no official information has filtered so far on the content of the Prime Minister's request and that speculation is rife.

For his part Friday, October 7 in Lima, the Dominican Minister of Foreign Affairs, Roberto Álvarez, requested clarification from the Government of Haiti on the assistance it has requested from the international community to deal with gang violence...
