CONATEL specifies that approval is the process by which the authority assesses the compliance of equipment with established standards and authorizes it to operate in a territory. Approval of equipment is not equivalent to a right to operate a network or service. The Council underlines "the right of exploitation is established by the license which will be granted after Starlink Haiti S.A. (the Haitian subsidiary of the American company) will have discharged all the technical, administrative and financial obligations required by law and regulations. This principle applies to all bidders and cannot be subject to any exceptions." CONATEL wants to assure the entire population that everything will be done to serve the general interest, in an approach that takes into account the present as well as the future of the telecommunications sector.
