The PNH has demonstrated that it has the will to accomplish its missions. Their victories are proof of that. But it is clear that its means are insufficient. We are not asking friendly countries to come and do the job for us. We ask them to accompany us so that after their departure the PNH is able to continue alone so that we no longer have to call them for help in the future. You new Commissioners will stand guard. You will have to be role models. Your leadership, your respect for the rules, your daily behavior should serve to show the way to other police officers. You, the new recruits of the 32nd promotion, the population expects a lot from you, courage, integrity, honesty, respect for individual rights. To the new graduates I wish a fruitful career within the PNH. In these festive times, I wish all police officers and their families happiness, health and peace for the year 2023." HL/ HaitiLibre
