Haiti - Justice : 2022 Report of the IACHR on the situation of human rights in Haiti

The Inter-American Commission on Human Rights (IACHR) has published its report on the situation of human rights in Haiti (the first since 2008) which aims to analyze the factors that compromise the guarantee of rights in the country, in particular the citizen insecurity and democratic instability.

The report was prepared from the collection and processing of information received by the various monitoring mechanisms of the IACHR. It also takes into account information received before, during and after the on-site visit to Haiti, carried out from December 17 to 20, 2019, during public hearings between 2019 and 2022 and information published by civil society organizations, international organizations, the Haitian State, among others...

In its development, the report presents a diagnosis covering the period from 2018 to June 2022. It includes structural elements and reports on the main obstacles to the full enjoyment of human rights, as well as violations and emerging risks in a context characterized by serious socio-economic conditions, which place Haiti as the poorest country in the Americas as well as the main factors of insecurity which include the increase in homicides and kidnappings, and the serious violations of fundamental rights caused by the violence of armed groups and territorial control.

The report also identifies the main challenges for the respect and protection of economic, social, cultural and environmental rights in the country and the challenges for the protection of freedom of expression, in particular with regard to the protection of journalists and communications in the country.

The report contains recommendations and calls on the State, all social and political actors to continue and deepen their efforts to resume the constitutional framework in order to make possible the recovery of democratic institutions, the security environment, the peaceful resolution of conflicts and broad social dialogue, as well as to implement actions to achieve economic and human development.
