Haiti - Insecurity : Mysterious rain of threatening letters

The Ministry of Justice has learned that institutions, businesses, schools and citizens are receiving letters from bandits threatening them with destroying their property, kidnapping them or killing them if they do not pay them money.

In a note, the Ministry warned everyone, that upon receipt of these letters not to manipulate them too much so that fingerprints and other evidence are kept.

The Ministry recalls that the Central Directorate of the Judicial Police (DCPJ) and the scientific police can find the people at the origin of these letters thanks to the State database, which contains biometric information on the people who have identity cards or other documents.

The Ministry specifies "Those who write these letters, the State will identify them, take all measures not to issue them certain documents such as passports, extracts from criminal records, limit their access to a series of services and issue warrants arrests for terrorist activities as stipulated in the law of 2013, modified in 2016, and the law of October 2017 which modified the law of January 20, 2009."

Finally, the Ministry warns the people who write these letters as well as informants in the service of bandits, those who participate in kidnappings, provide places to keep hostages and those who monitor kidnapped people, that all such people can spend the rest of their life in prison.
