Haiti - Climate : Haiti needs more than a billion dollars for its Adaptation Plan
A Haitian delegation of 5 people participated on behalf of the Ministry of the Environment in the "NAP EXPO 2023", which took place from March 27 to 30, 2023, in Santiago, Chile.

Haiti is one of the 44 countries that have finalized and submitted their National Adaptation Plans (NAP) to the secretariat of the United Nations Framework Convention on Climate Change.

Haiti's NAP is made up of 340 adaptation actions at the national level including 21 high-priority actions requiring an envelope of more than $980 million over 9 years (page 72 of the NAP). These actions relate, among other things, to climate-smart agriculture, irrigation infrastructure, integrated water resource management, reforestation and agroforestry, watershed management, capacity building and disease prevention. .

Haiti officially submitted, in January 2023, the document of its National Adoption Plan (PNA) to the secretariat of the United Nations Framework Convention on Climate Change.

The first important step for the implementation of NAPs is the access to climate finance to realize the priority action programs that have been identified. The second step is the integration of concerns related to adaptation to climate change in sectoral public policies.

One of the conditions for meeting these challenges and allowing the NAP to play its role in stepping up adaptation is the involvement of all the actors concerned in the implementation of climate action. On the side of the Haitian Government, under the chairmanship of the Prime Minister, the National Committee on Climate Change (CNCC) will have a crucial role to play in mobilizing key players, guiding climate action and contributing to the success of the NAP process.

The delegation of Haiti at NAP EXPO 2023 co-hosted, on March 27, 2023, a panel around the theme : "Scaling up the implementation of adaptation to climate change through National Adaptation Plans (NAP)" with Gerty Pierre, Change Director (Haiti), Rinchen Penjor (Bhutan) and Buddi Sagar Poudel (Nepal),

3 questions were addressed :

(i) What is the most important step towards the implementation of the NAP?
(ii) What is the best advice for other countries?
(iii) What obstacle or solution to the strategic role that the NAP process can play in scaling up adaptation?

Haiti took advantage of this panel to share some ongoing initiatives to facilitate the implementation of the NAP, among others : the development of a policy note to show the importance of the Plan, training and support for actors in the planning for climate-responsive budgeting and developing collaborations with universities to conduct research on adaptation to climate change.
