Haiti - FLASH : New radical US measures to reduce illegal migration at the border
On April 27, the Department of State (State) and Department of Homeland Security (DHS) announced sweeping new measures to further reduce illegal migration in the Western Hemisphere, significantly expand legal pathways for protection, and facilitate the safe, orderly and humane treatment of migrants.

Like many other public health measures taken in the time of Covid-19, the CDC's Temporary Public Health Order Title 42 will also expire on May 11, 2023 at 11:59 p.m. However, the lifting of the Title 42 order does not mean that the border will be open. Indeed, as soon as Title 42 is lifted, the United States will resume using Title 8 to quickly process and return people who arrive illegally at the American border.

The transition to Title 8 processing for all persons encountered at the border will take effect immediately when the Title 42 order is lifted.

People who illegally cross the Southwest United States border will generally be processed under Title 8 and expedited deportation within days. They will be barred from entering the United States for at least five years if deportation is ordered and would be deemed ineligible for asylum under the proposed refugee settlement. circumvention of legal channels, if no applicable exceptions.

To avoid these penalties, migrants are encouraged to use the many legal avenues the United States has developed over the past two years. Additionally, the United States announces additional legal avenues, including :

Extended access to the CBPOne app to report to a US port of entry. When the Title 42 order is lifted, migrants located in Central and Northern Mexico will have access to the CBPOne mobile app to schedule an appointment to report to a port of entry rather than trying to enter illegally between ports. CBPOne will offer additional appointments and the use of this tool will allow for safe, orderly and humane treatment.

The agency is also modernizing existing family reunification parole processes for Cuba and Haiti. These processes, once finalized, will allow individuals screened with already approved family petitions to be paroled in the United States, on a case-by-case basis. The US Government will provide prompt clearance to those approved and authorized to travel. Individuals paroled in the United States through these processes would be eligible to apply for work authorization.
