This Monday, October 3, 2011 marked the opening of the new judicial year and the official resumption of activities in the courts. The opening ceremony was held at the School of Magistrates to Frères in the presence of the highest judicial authorities of the country, the Head of State and representatives of civil society organizations. The President Michel Martelly in a short speech announced the reconstruction of the Palace of Justice and the appointment, Tuesday, of the new President of the Court of Cassation and the government commissioner.

Speech of President Martelly on the occasion of the new judicial year :

"...my speech before this hearing, will make history, because it is the first time that a Head of State speaks before your Assembly. I intend to continue to be this apostle tireless of an independent justice, of a justice just and peaceful (apaisante) under the auspices of the judicial powers vigilant and attentive to the great debates of the national life.

A judicial power, guarantor of individual and citizen freedoms, its sense of human and of social progress, a privileged partner of the judicial reform and the corollary of the state reform and of the rebuilding of the Haitian man.

This ambitious vision, can not reduce our commitment, nor hinder the initiatives sometimes unpleasant but essential for the triumph of this work exciting and grandiose.

Before finishing, I am pleased to inform you that funds are available to rebuild the Palace of Justice [applause] and I promise to do it, I have chosen the new President of the Cour de Cassation [applause] and the Government Commissioner of this Cour and instructed my Chief of Staff to follow up, so that this appointment, beacome official as of tomorrow [Tuesday]. Good judicial year and good work to you all. [applause]"
