Haiti - Economy : New partnership framework between the World Bank and Haiti
A high-level delegation from the World Bank led by Ayat Soliman, Regional Director Strategies and Operations including, Lilia Burunciuc, Director for the Caribbean countries; Maria Marcela Silva, Regional Director of the Infrastructure sector and Carolina Cardenas, Resident Representative for Haiti of the International Finance Corporation (IFC) carried out a 3-day mission to Haiti last week (May 22 to 24, 2023).

During their stay, the delegation met with Prime Minister a.i. Ariel Henry and reiterated the willingness of the World Bank Group (WBG) to continue its commitment to the socio-economic development of the country.

The delegation initiated a process of consultations with members of the Government, development partners and representatives of the private sector on the new Country Partnership Framework (CPF) which will guide the support of the WBG to Haiti's development efforts over the next five years (2024-2028) building on the achievements and lessons learned from ongoing support programs.

"Thanks to the technical and financial support of the World Bank Group, we have made remarkable progress in the areas of agriculture, governance, education, health coverage, management risks and disasters, and access to basic infrastructure such as rural transport, water and sanitation," said Michel Patrick Boisvert, Minister of Economy and Finance adding, "[…] this new partnership framework will allow the World Bank to continue to engage effectively with Haiti for the next five years. For us in the Government, these consultations ensure that the new partnership framework meets the needs of the country and is aligned with the priorities set by the government".

Haiti faces enormous structural challenges, difficult to resolve in the context of a protracted political and institutional crisis. The current deterioration of the political, security, economic and social situation in Haiti requires a major and concerted effort by the main actors in order to quickly remedy governance deficits and improve transparency; improve key basic services and increase economic opportunities; finally, to restore some degree of macroeconomic stability and public security, while identifying entry points for longer-term strategic engagements to address the fundamental drivers of fragility.

"The combination of political crises, escalating gang violence, successive natural disasters and epidemics in recent years has exacerbated Haiti’s fragility. This dialogue between the Haitian authorities and development partners is a necessary step to explore ways to get the country out of the crisis-fragility trap,", said Lilia Burunciuc, Director of the World Bank for Caribbean countries, adding "Together, we must identify opportunities to help the country meet these challenges for the benefit of all Haitians."

The overriding objective of the Country Partnership Framework is to support Haiti at this critical moment in its history by identifying the various possible paths to restore good governance, maintain basic public services and get back on the road to economic growth.

“An important short-term priority in the current fragile context is to safeguard the livelihoods of vulnerable groups, while supporting the government in launching reforms to address key drivers of fragility and other constraints to development and to growth [...] Restoring stability in Haiti is an essential first step in a broader transition process aimed at restoring trust between the population and the government, breaking the cycle of chronic crises and unrest and engage civil society, youth and the private sector to move the country towards a more stable and prosperous future. Supporting Haiti's development and improving the livelihoods of the most vulnerable is one of the priorities for the World Bank's Regional Vice President for Latin America and the Caribbean," said Ayat Soliman, Regional Director of Strategies and Operations, of which Haiti is the first country she has visited since taking up her new duties.

The delegation also appealed to international partners to support the Government in restoring security, the absence of which is today the main challenge facing Haitians in their daily lives and which generates immeasurable costs for the country in the form of violent deaths, kidnappings for ransom, loss of jobs and the departure abroad of a large number of qualified professionals.

This visit was also an opportunity for the World Bank to sign the grant agreement for the drinking water and rural, resilient, sustainable and decentralized sanitation project in Haiti, amounting to USD 80 million https://www.haitilibre.com/en/news-39572-haiti-world-bank-$80m-grant-to-improve-access-to-drinking-water-and-sanitation-in-rural-areas.html . This project aims to increase access to inclusive, resilient and sustainable drinking water services and increase access to basic sanitation services in small towns and rural communities across the country.

“The World Bank's support for the infrastructure sector is essential in Haiti, as it contributes to improving access to essential services and goods, to all-weather connectivity and to sustainable growth […] The construction and rehabilitation of road and airport infrastructure, improvement of access to water and sanitation, renewable energies and digital development, are among the priority actions supported by the World Bank and these are sectors transformation keys for the revitalization of the local economy," estimated Rosemond Pradel, Minister of Public Works.

World Bank support for infrastructure development remains a major and strategic focus in Haiti. Over the past twenty years, the World Bank has provided essential support to Haiti in improving its infrastructure, including investments in key areas such as transport, water and agriculture. These investments are crucial for integrated development aimed at improving the resilience of the most vulnerable rural communities by providing better access to basic services and opportunities.

In May 2023, the World Bank's portfolio in Haiti included 18 active projects for a total amount of USD 1.25 billion, of which 38% is allocated to the infrastructure sector, aimed at supporting territorial balance and adaptation to the climate change.
