![]() Haiti - Education : Severe deterioration of the situation to the UEH 11/11/2011 10:14:05
"For over 10 years, the budget for UEH already nearly enough, is constantly decreasing in real value, leading a continuing deterioration of existing structures and the inability to implement an investment policy for the development of the UEH. his was followed by an accelerated degradation of equipments (furnitures and properties), the continuing deterioration of academic supports for the teachings in particular of laboratories, libraries and reproduction services. However in the same time, the pressure of young people leaving high school to integrate UEH increases exponentially. Despite the extreme lack of resources, the directions of entities of the UEH in Port-au-Prince and in provinces have made considerable efforts to increase the staff and try to provide an answer to the increase of the social demand, by keeping the hopes that a behavior more responsible of the authorities would allow them to continue to progress in this direction. Today, the acknowledgment of failure is obvious. Instead of accompanying the UEH to enable it to improve the offer of training, the holders of the legislative and executive branches have, year after year, confirmed their withdrawal from higher education, going even, for the small-minded politicians interests, to deprive the UEH of important funds coming either from the Treasury, or of the external co-operation to the profit of their political chapel or private institutions belonging to their relatives. The consequences of this disengagement on the daily operation of the UEH have reached limits that are no longer bearable. In many schools, students, staff, teachers operate in an environment at the edge of the unhealthy. The deep dissatisfaction of the students in front of the material conditions of operation fuels a hostility that sometimes takes violent forms vis-à-vis the responsible of the entities, and even teachers accused of being indifferent to the situation, and this largely explains the repeated crises experienced by the UEH. Given this situation, the Council of UEH believes that it is of its responsibility to stop the dizzying descent dramatically worsened by the impact of the January 2010 earthquake that destroyed much of its physical infrastructure. Today we must prevent an implosion which would mean the agony of UEH. In an environment where the bad policies have reduced to a trickle the republican principle of equal opportunity of access to quality education at the level of primary and secondary education, The Council undertakes to struggle to prevent that this collapse also carries the UEH with it, thus depriving the country of this major tool of training at the service of a development that reflects the interests of the majority of the population. It's time to get out of the complacent acceptance of the the unacceptable to create a dynamic struggle to obtain, from this academic year 2011-2012, the minimum conditions for a decent functioning of the UEH. In this perspective, the members of the Council of the UEH are committed to launch a broad consultation within the entities, in Port-au-Prince and the provinces, to fix in the unit, and of responsible manner, the priorities to remember in the increase of operating budgets and of investment and ways and means to be adopted to bring the present authorities of the Parliament and of the Executive to take their responsibility in the financing of the UEH."
