Haiti - FLASH : 3 presidential advisers in turmoil, scandal or conspiracy ?
The Anti-Corruption Unit (ULCC) has opened an investigation for "solicitation of bribes" following allegations of alleged corruption involving 3 presidential advisers.

It should be recalled that in a letter addressed to Prime Minister Garry Conille on July 24, Raoul Pascal Pierre-Louis, the President of the National Credit Bank (BNC) claimed to have been approached by Presidential Advisers Louis Gérald Gilles, Smith Augustin and Emmanuel Vertilaire who allegedly demanded the payment of 100 million Gourdes for him to keep his position "[...] This request, which I perceive as a form of corruption, not only threatens my professional integrity but also poses a serious security risk for my family and myself. Having become the target of these individuals, we are exposed to threats of potential attacks," and he asks the Prime Minister to strengthen his security...

Information confirmed by Me Sonnet Saint-Louis, the lawyer of Pascal Raoul Pierre Louis who asks Me Lionel Constant Bourgouin, Commissioner of the Government of Port-au-Prince, to put public action in motion against the three Presidential Advisors.

Tuesday, July 30, Pascal Raoul Pierre Louis, Chairman of the Board of Directors of the BNC is summoned at 10:00 a.m. to be heard by the commission of inquiry by the ULCC, constituted for this purpose.

Reactions :
Advisor Smith Augustin :
"The Communications Office of Presidential Advisor Smith Augustin expresses its astonishment and indignation at the recent false and slanderous allegations associating the Presidential Advisor with acts of corruption, and thus attacking his personality and integrity.

Councilor Smith Augustin rejects the accusations of corruption against him, denounces a politically motivated approach aimed at destabilizing the Transition Council and reiterates his determination to continue his work despite attempts at defamation, intimidation and sabotage.

He urges his fellow citizens to remain vigilant and not to give credence to politically motivated allegations that only aim to destabilize the CPT [...]"

EDE/RED :
The base of the Committed to Development (EDE) and the platform of the Democratic Resistance (RED) and the members of the historical coalition and their allies, in a letter dated July 26, to the secretary of the party, Sterline Civil, say they have taken note of the correspondence of the President of the BNC to the Prime Minister reporting behavior similar to an act of corruption that would involve 3 advisers of the Transitional Council and consequently, demand the withdrawal of their representative Smith Augustin for "reason of legitimate suspicions" and his immediate replacement in accordance with the provisions of the Agreement of April 3rd, 2024, stressing that "the higher interests of the Nation must be above the interests of groups".

The Montana Agreement Monitoring Office (BSA) :
The BSA in a note reacted to the allegations of corruption targeting 3 CPT Advisors members of the Transitional Presidential Council, lists a set of accusations targeting transition officials and urges organized sectors of society to oppose the excesses of the CPT and the Government. The BSA demands the publication, implementation and compliance with the April 3 agreement and the withdrawal of the authorities concerned in order to facilitate the work of justice...

International Observatory for Democracy and Governance :
In a note signed by Ambroise Guillaume, President of the International Observatory for Democracy and Governance (OIDG) "expresses its deepest concerns regarding the allegations of corruption involving members of the Transitional Presidential Council."

"[...] the members of the Transitional Presidential Council must be above all suspicion" affirms the OIDG which calls on the authorities concerned to conduct a rigorous and transparent investigation [...] and to take the necessary measures if this information is confirmed."

Should be noted that the two other Advisors Louis Gérald Gilles and Emmanuel Vertilaire cited in this case have not officially reacted to these allegations...
