Haiti - FLASH : The ATA of certain beneficiaries of the Biden Program has been refused

Saturday, August 3rd, 2024, after the discovery of a massive fraud of the conditional stay program ("Humanitarian Parole") better known as the "Biden Program" https://www.haitilibre.com/en/news-42901-haiti-flash-massive-fraud-conditional-stay-program-temporarily-suspended.html several beneficiaries were prevented from boarding (Cap-Haitien and Port-au-Prince airports) on flights to the United States, as part of this program.

A source at Toussaint Louverture International Airport said that the airlines were acting on instructions from the United States Customs and Border Protection (CBP).

Good news, on Sunday, August 4th, the U.S. Customs and Border Protection, the homeland security agency responsible for approving travel for beneficiaries, clarified that individuals with a valid Advance Travel Authorization (ATA) would be authorized to travel to the United States.

The Department of Homeland Security (DHS) clarified that the temporary suspension of the program only concerns the review of sponsorship applications, and not beneficiaries already approved. Stressing that fraud detection mechanisms will be strengthened and prosecutions will be initiated against fraudsters.

The DHS spokesperson said in a statement that the Department is working to resume processing ATA applications with additional safeguards as soon as possible. In addition, he said that "some beneficiaries have been informed that the status of their Advance Travel Authorization," or ATA, had been denied as part of the program's ongoing investigation, without mentioning the number or countries concerned.

We will probably have to wait until the end of the ongoing investigation before having more precise information and knowing the extent of the fraud, the number of beneficiaries and the countries concerned.
