Haiti - UN : Statement by the American Ambassador on the renewal of the Mission in Haiti
On Monday, September 30, 2024, the Security Council unanimously extended the mandate of the Multinational Security Support Mission (MMSS) in Haiti for one year https://www.haitilibre.com/en/news-43320-haiti-flash-the-security-council-extends-the-mandate-of-the-mission-in-haiti-by-one-year.html . Following this vote, during her speech, Ambassador Linda Thomas - Greenfield, United States Representative to the United Nations, declared :

"[...] The United States first recognizes and appreciates Ecuador, our co-pen on this resolution. Thank you for your leadership and your partnership.

We also extend our deep gratitude to Kenya. Without Kenya’s dedication and resolve, we would not be here today.

And, finally, I want to commend the Government of Haiti for engaging the international community to help address the dire security situation facing the Haitian people.

Colleagues, today’s unanimous renewal of the MSS mission mandate sends a strong message to the people of Haiti: The world is standing with you. And we are unwavering in our efforts to help restore security and stability and put the country on the path of peace and prosperity.

In addition, we thank our partners in CARICOM and beyond for their generous pledges of personnel, equipment, and financial contributions to the MSS mission.

[...] With this support, we have seen the MSS mission make tangible progress. But we still have significant work ahead. In order to harness existing momentum, to continue countering gang violence and re-establishing a sense of safety, we must remain committed.

Additional financial contributions are urgently needed to support this mission in the near-term. And we strongly urge other donors to consider making contributions.

Colleagues, while we work to bolster the Haiti MSS mission now, we also must heed clear calls from the Haitian government to ensure long-term sustainability of this effort.

As President Leblanc said before the UN General Assembly, a transformation of the Haiti MSS to a UN peacekeeping operation will secure more stable funding and expand the mission’s capabilities.

The United States stands ready to heed Haiti’s call.

And we would urge those who have voiced skepticism in this regard to accord proper value to the perspective and consent of the host government, the representative of the Haitian people. We also share Haiti’s view that we must remember the past, to avoid making the same mistakes in the future.

This is an opportunity. It is an opportunity to right past wrongs and restore the image of international missions in Haiti.

Colleagues, the first time in years, Haiti finally has a path to political stability.

In adopting this resolution today, the Council has helped Haiti continue re-establishing security and creating the conditions necessary to holding free and fair elections.

So, let us work together to build on the progress of the Haiti MSS mission. Let us embrace a new approach that sustains it. Let us protect the fragile but inspiring opportunity to build a better future for the Haitian people.

We look forward to continued Council deliberations in the months to come on this matter. Thank you very much, Mr. President."
