Haiti - Politic : China and Russia oppose a mission of blue helmets in Haiti
Wednesday, November 20, 2024, The UN Security Council met in the afternoon, at the request of China and the Russian Federation, to discuss a proposal by Ecuador and the United States to transform the Multinational Security Support Mission (MMSS) in Haiti into a UN peacekeeping operation (blue helmets). Several Haitian leaders have recently called for this transformation and their proposal has received support from the Organization of American States (OAS).

It is in this context that Miroslav Jenča, Assistant Secretary-General for Europe, Central Asia and the Americas in the Departments of Political Affairs, Peacebuilding and Peace Operations, noted "[...] with only 400 of the 2,500 troops initially planned deployed, the Mission remains in its deployment phase and is not able to demonstrate its full potential. To fully fulfill the MMSS’s mandate and reach its planned strength, international donors and personnel contributors must step up their efforts immediately.

Without a substantial and sustained increase in voluntary contributions from Member States, there is a real risk that the MMSS will never be fully equipped, fully deployed, or able to sustain its support to the Haitian National Police…

[...] There are no ideal options for addressing the serious and multifaceted crisis in Haiti. But as time passes and the situation deteriorates, we find ourselves with fewer options and the Haitian people with less hope. It is high time that we transform our commitments into actions to prevent any further erosion of security and state authority in Haiti," he concluded.

An insufficient deployment that Ms. Monica Juma, National Security Advisor to the President of Kenya, the country that led the MMSS, also regretted. "It is urgent to send more troops to the field," she urged, also calling on donors to finance this deployment.

For the United States, a peacekeeping operation (blue helmets) would provide predictable and sustainable funding. This is why they asked other members of the Council not to block a request for a report on the issue to the Secretary-General, even though they are aware that there are deep differences on this issue.

China and the Russian Federation expressed their opposition. The Chinese representative recalled that last month, China supported the extension of the MMSS decided by the Security Council. However, a little less than two months after the extension of this Mission, some delegations are asking to transform it into a UN peacekeeping operation, the representative was surprised, who wondered if the resolution adopted "was worthless" and could "be changed with a snap of a finger". For China, the work of the Council currently focuses on promoting the rapid deployment of the MMSS and any discussion on its transformation into a peacekeeping operation "would only interfere with its ability to fulfill its mandate and make its deployment even more difficult."

A mission of blue helmets cannot have a mandate to fight and eradicate gangs in Haiti. As a general rule, peacekeepers do not intervene in open conflict, because their mission is to ensure peace. However, they can use force at the tactical level, with the authorization of the Security Council, only if they are acting in self-defense. Peacekeeping operations must use force only as a last resort.
