Haiti - Social : Food insecurity intensifies in Haiti 28/11/2024 09:51:45 Key points from the bulletin : "- The resurgence of violence in the Port-au-Prince metropolitan area (ZMPP) and in Artibonite continues to displace part of the population and disrupt income-generating activities and market supplies. Poor urban households, who rely on markets for their food source, face challenges in accessing food due to increased insecurity, higher prices of basic foodstuffs compared to the five-year average, and declining incomes, particularly petty trade, casual labor, and other income-generating activities in urban areas of Port-au-Prince, which are affected by restricted movement due to gang violence. Widespread acute food insecurity in Crisis (IPC Phase 3) persists, and Emergency (IPC Phase 4) is maintained in Cité Soleil. Internally displaced persons (IDPs) hosted in ZMPP sites, as well as pockets of households in Port-au-Prince, Croix-des-Bouquets, Grand’Anse, and Nord-Ouest are also in Emergency (IPC Phase 4). - The ZMPP remains the area of greatest concern, where gang attacks have increased since October 2024, particularly in the communes of Port-au-Prince, Tabarre and Bas Delmas, where 40,965 people after the attacks of November 11 (Source : International Organization for Migration - IOM) were displacedhttps://www.haitilibre.com/en/news-43721-haiti-flash-more-than-41-000-people-displaced-in-10-days-in-port-au-prince.html . The number of security incidents increased by 107% during the first two weeks of November compared to the same period in October, due to gang attacks that are expanding their areas of control in the neighborhoods of Port-au-Prince and in other regions outside the capital (Source : Data on locations and events of armed conflicts - ACLED). In addition, attacks are also observed in Archaie and Artibonite, which have led to an increase in the displacement of populations abandoning their lands and increasingly reducing the cultivated areas in this agricultural basin of the country. The deterioration of insecurity in the ZMPP, in Artibonite and on the main roads linking the capital with the departments, has limited the movement of people and goods, hindering the supply of markets in the capital and other departments. In addition, the persistence of political instability, illustrated by the replacement of the Prime Minister on November 11, 2024 https://www.haitilibre.com/en/news-43616-haiti-politic-speech-of-the-new-prime-minister-videos.html , would have benefited the gangs to increase their acts of violence, reinforced by the announcements of the gangs of 'Viv Ansanm' to resume the attacks and of the leader of the gang of Canaan to call on the populations of the departments of the North, the Central Plateau, the Artibonite and the West not to travel to Port-au-Prince, because they were going to block the access roads (Source: Partnership Liaison Security Operation - PLSO). - International transport was also complicated. Worsening insecurity in the capital triggered the temporary closure of the capital's international airport after attacks on commercial aircraft https://www.icihaiti.com/en/news-43623-icihaiti-insecurity-the-ministry-of-justice-condemns-the-shootings-on-planes.html . UNHAS humanitarian flights were also temporarily suspended for a week, but have resumed. For maritime transport, the Port-au-Prince APN port remains open, but access roads are not secure, limiting its operation. However, despite these disruptions resulting from growing insecurity, food prices remain stable, but still above the five-year average. In addition, since July 2024, the exchange rate has also shown stability, at around 131 Gourdes for one US dollar (Source : Bank of the Republic of Haiti - BRH). - Insecurity continues to hamper and limit humanitarian access, affecting food assistance distribution activities. However, food assistance distribution continues in the ZMPP and other departments of the country, including to people deported from the Dominican Republic, at low levels. WFP plans to distribute hot meals to 135,000 displaced people before the end of November. In a single day, 17 November 2024, WFP has distributed hot meals to more than 38,000 internally displaced people in 26 sites in Port-au-Prince and Arcahaie. The beneficiaries of this food aid are able to reduce consumption gaps, but its limited and irregular distribution is insufficient to mitigate the effects on the food security of the entire affected population."
