![]() Haiti - Security : First meeting of the Municipal Security Council of Port-au-Prince 13/02/2025 08:35:44
On February 12, 2025, the Port-au-Prince Municipal Security Council (CSMPAP), created by the Municipal Decree of January 30, 2025, held its first official meeting today under the chairmanship of the Principal Mayor, Ralph Youri Chevry. This meeting allowed the members of the council to discuss security priorities and the management of public spaces, in a context of growing concerns of the population. Members of the CSMPAP : - Ralph Youri Chevry : President (Mayor of Port-au-Prince); - Nacius Junior Lacombe : Vice-president (Police Commissioner of Port-au-Prince); - Mr. Gérald Norgaisse : Secretary General (Substitute for the Commissioner of the Government of Port-au-Prince); - Junior Justable : Delegate Advisor to the Communities (representative of CASEC); - Philippe Étienne and Bernard Chassagne (Members of the private sector). Action program: As part of this meeting, decisions were made concerning the three fat days of the Caranaval: Days 1 & 2, community actions: - Large-scale cleaning operations in the commune of Port-au-Prince, in collaboration with the local population and municipal actors; - Blood donation, organized in partnership with the Red Cross, to encourage solidarity and support for health services. Day 3, reflection and planning : Carnival reflection forum, bringing together the City Hall, representatives of musical groups, leaders of walking bands and other stakeholders, in order to discuss the next editions of the festivities in the municipality. Through these initiatives, the City Hall of Port-au-Prince wishes to transform this period into a time of gathering and awareness, while guaranteeing the safety and health of the city. "[...] MUNICIPAL DECREE RELATING TO THE ENTRY INTO OPERATION OF THE MUNICIPAL SECURITY COUNCIL OF PORT-AU-PRINCE (CSMPAP) And after deliberation by the Municipal Commission IT IS DECREE AS FOLLOWS : Article 1 - The Municipal Security Council of Port-au-Prince is designated by the acronym : CSMPAP. Article 2 – The CSMPAP’s mission is to restore public security in its jurisdiction in close collaboration with law enforcement. Article 3 – The CSMPAP is authorized to create brigades that meet the specific needs of the municipality by recruiting people who will become municipal agents. Article 4 – The CSMPAP must respect and enforce the provisions made by the Municipal Council. Article 5 – The CSMPAP will collaborate closely with all security entities operating in the municipality. Article 6 – The CSMPAP will supervise the activities of private companies offering security services in its jurisdiction in order to ensure their compliance with established standards. Article 7 – The CSMPAP will ensure the ongoing training of its members through local and international bodies. Article 8 – The CSMPAP will provide municipal agents with the materials and equipment necessary to carry out their mission. Article 9 – The CSMPAP will create a municipal intelligence service to collect and process information useful in the fight against insecurity. Article 10 – The CSMPAP will maintain good relations with the bodies of the Haitian National Police and the Haitian Armed Forces acting within its jurisdiction. Article 11 – The training of municipal agents will take place in a place designated by the CSMPAP. Article 12 – Municipal agents will be registered and identifiable by a service badge. Article 13 – Municipal agents are authorized to carry firearms such as handguns and collective weapons. Article 14 – The uniform of municipal agents will be navy blue. Article 15 – The CSMPAP will provide humanitarian assistance to people in difficulty through its partners. Article 16 – The CSMPAP will be financed by a budget allocated by the Municipal Council. Article 17 – The CSMPAP will create a disciplinary committee to ensure order among the members of the municipal agent corps. Article 18 – Municipal agents may use proportional force in the exercise of their functions. Article 19 – The CSMPAP will be headquartered at the City Hall or any other location designated by the Municipal Council. Article 20: The CSMPAP will establish its headquarters at the City Hall or any other location designated by the Municipal Council, within the jurisdiction of Port-au-Prince. Article 21: The CSMPAP will produce a monthly report of its activities to the President of the Municipal Commission, from whom it receives exclusive instructions. Article 22: For anything not included in this decree, the interested party will refer to the legal provisions governing the matter. Article 23: This Order repeals all other municipal orders of Port-au-Prince that are contrary to it.
