Haiti - Diplomacy : Nesly Numa replaces Haitian Ambassador Weibert Arthus in Canada
The Embassy of Haiti in Canada announces that Nesly Numa, Minister-Counsellor, has assumed the duties of Minister-Counsellor and Chargé d'Affaires a.i. of the Embassy in Ottawa since March 17, 2025.

The transfer of responsibilities took place during a farewell meeting between outgoing Ambassador Weibert Arthus and the mission staff.

Nesly Numa, Chargé d'Affaires a.i., affirmed his commitment to contributing to strengthening Haiti's representation in Canada for the benefit of bilateral relations between the two states.

Nesly Numa served as Minister-Counsellor, Deputy Head of Mission, and Head of the Political Section at the Haitian Mission in Canada from August 2021 to March 2025.

He studied sociology at the State University of Haiti (Faculty of Human Sciences) from October 1998 to June 2002. He holds a BA in Sociology from the City University of New York in 2008 and a MA in Political Science from the same university in 2012. He specializes in urban policy and public administration. As part of the study abroad program, in May 2012, he traveled to Madrid, Spain, to complete his Master's program at Saint Louis University.

Numa completed an advanced thesis on "An Analysis of Public Policymaking and the Implementation of IMF Macroeconomic Policies in Haiti," receiving an honors degree. His Master of Arts program enhanced his knowledge and skills, as well as his passion and commitment to the field of public administration and policy analysis.

Numa is also a member of the Urban Affairs Association and the Association for Public Policy Analysis and Management, International Social Policy, the National Center for Policy Analysis (NCPA), the Haitian Professional Development Group, Urban Policy Development, the Center for Public Policy and Administration, and the Center for Public Policy Research.

After an extended stay in the United States, he returned to Haiti, where he accepted a diplomatic position as Vice Consul at the Consulate General of the Republic of Haiti in Curaçao.

After his term in Curaçao, he was transferred to the Haitian Diplomatic Mission in Mexico as First Secretary from March 2014 to December 2018. During his time in Mexico, he was in charge of the consular section of the embassy.

Nearly five years later, he was promoted and transferred to the Embassy of Haiti in Canada as Counselor. Two years later, he was promoted to Minister-Counsellor at the Mission.

Numa also studied music at the National School of the Arts (ENARTS) from 1997 to 2000 (piano and clarinet).

Numa speaks Haitian Creole, French, English, and Spanish.
