Among the measures announced : • The deployment of 1,500 additional troops to the border, in addition to the 9,500 already deployed, for a total of 11,000 troops. "This will send a clear message that Haitian criminal gangs will not find refuge in our territory. The violence that is destroying Haiti will not spread to the Dominican Republic," Abinader declared; • Acceleration of the construction of the border wall, with an immediate call for tenders for an additional 13 km to the 54 km already built; • The Executive will submit an immigration reform bill next week to toughen penalties against anyone, without exception, including officials, landlords, and employers, who facilitates or participates in the entry of foreigners in an irregular migration situation; • The incorporation of 750 new immigration agents. "[...] We recommend that those who are illegally in our territory leave voluntarily, otherwise they will be sought out, arrested, and repatriated," Abinader warned; • The expansion of immigration control offices in all provinces to ensure investigations and prosecutions leading to convictions for all crimes and exploitation related to illegal migration; • The modification of the operating rules of binational border markets to curb illegal entry under the guise of commercial activities. "[...] The opening of binational markets has, for years, been a bridge for trade; But it has also allowed some to cross not to trade goods, but with the intention of remaining on our territory outside the law [...] It is time to strengthen the rules governing these exchanges, ensuring that trade continues to take place, but with the security required by our sovereignty," Abinader declared; • The implementation by April 21 of a protocol in public hospitals requiring patients to meet certain requirements such as identity documents, proof of employment in the country, proof of residence, etc. In the event of non-compliance with these measures, "[...] A fee will be agreed for each service. If none of these conditions are met, the patient will be treated and, once recovered, immediately repatriated. An immigration officer will be stationed in each hospital to ensure compliance with this protocol." • The push toward the "Dominicanization of employment" by promoting wage increases of up to 20% in free zones and 30% in the tourism sector; • The compatibility between the Supérate social program and jobs in construction and agriculture aims to ensure that beneficiaries of the Supérate program can find work in the construction and agricultural sectors, replacing foreign labor, the President stated. "[...] For too long, agriculture and construction have depended on illegal labor. Rural production and the construction of our cities cannot continue to depend solely on the manual labor of foreigners, which encourages illegal immigration [...] We must continue to change this reality by accelerating the process of agricultural mechanization and incorporating low-labor construction techniques."; • The expansion of the Bandex fund will be expanded to provide producer associations and cooperatives with resources to mechanize and industrialize the agricultural and construction sectors, thus reducing their dependence on illegal labor. "[...] The private construction and agricultural sectors must reach an agreement with the Government on their industrialization and mechanization within a reasonable timeframe." Abinader affirmed that deportations will not be halted and that his Government has rejected international pressure to do so. He emphasized that he has refused to sign international agreements that limit the country's ability to deport irregular migrants. He also insisted that the international community must assume its responsibility towards Haiti.
