Haiti - Politic : Referendum and Elections, update on the progress made
On Tuesday, May 20, 2025, Prime Minister Alix Didier Fils-Aimé made an official visit to the headquarters of the Provisional Electoral Council (CEP) to demonstrate the Government's commitment to placing the organization of the constitutional referendum and general elections at the heart of the political transition and to ensure that the CEP, as an independent body, is fully committed, like the Government, to a coordinated, constructive electoral process that respects popular sovereignty.

The Prime Minister reminds the population, the republican institutions, and the international community that the organization of free, inclusive, and credible elections is a national priority. This is not only a constitutional obligation, but also a democratic imperative to ensure the restoration of institutional legitimacy.

Fils-Aimé emphasized the importance of respecting the main thrusts of the Political Agreement of April 3, 2024, which clearly defines the following priorities :

• Restoration of public and national security, an essential condition for the exercise of universal suffrage and democratic life;

• Holding of the National Conference and commitment to a constitutional reform process, under the leadership of an inclusive and representative Steering Committee;

• Creation of the technical, institutional, and political conditions for organizing a referendum and free, democratic, and participatory elections, with the support of the Provisional Electoral Council (CEP), legitimately established for this purpose.

The Government, in partnership with the Presidential Transitional Council (CPT), remains firmly committed to leading the country towards the restoration of constitutional order and the full exercise of the sovereignty of the Haitian people.

This process, rooted in the firm desire to restore constitutional order, is structured around several achievements made to date :

  • The effective organization of Departmental Conferences throughout the country and within the diaspora, under the aegis of the Steering Committee of the National Conference, in accordance with the presidential decree dated July 7, 2024;
  • The gradual and functional installation of referendum and electoral structures across the country by the CEP : Departmental Referendum Offices (BRD), Municipal Referendum Offices (BRC), Departmental Electoral Offices (BED), and Municipal Electoral Offices (BEC), ensuring equitable and effective institutional coverage;
  • The finalization of the draft Referendum Decree, whose imminent adoption by the Council of Ministers will mark a decisive step towards the holding of the constitutional election;
  • The mobilization of electoral advisors in the field to train electoral officials, as a prelude to the implementation of electoral operations nationwide;
  • The significant strengthening of security measures, enabled by enhanced coordination between the Haitian Armed Forces (FAd'H) and the Haitian National Police (PNH), with budgetary support provided for in the 2024–2025 Amending Finance Act https://www.haitilibre.com/en/news-44578-haiti-flash-billions-of-gourdes-allocated-for-the-pnh-and-the-fad-h.html ;
  • The receipt of a strategic batch of electoral equipment, including 15,000 digital tablets intended to facilitate and secure the technical work of the CEP throughout the country.

The Government, with the support of the Presidential Transitional Council (CPT), reaffirms its commitment to respecting republican principles, restoring state authority, and ensuring institutional stability. It intends to pursue, with rigor and responsibility, the process of returning to democratic order, in strict compliance with the law and popular sovereignty.

Finally, the Steering Committee of the National Conference is preparing to submit to the relevant authorities the draft Constitution resulting from extensive consultations with the Nation's vital forces.
