Haiti - Politic : Recalls, rotations, promotions and transfers : the «cleaning» continues in Haitian diplomacy

The Ministry of Foreign Affairs announced the start of a recall and rotation process involving some of its external and central services officials over a week ago. This process aims to strengthen the 11 key strategic directorates of the central services and optimize the use of human resources in the 53 diplomatic missions and consular posts.

As part of this process, more than 55 central services officials, with between 10 and 30 years of experience, were promoted or transferred to external services based on their merits and seniority.

At the same time, the Ministry of Foreign Affairs recently completed, with the assistance of the Human Resources Management Office (OMRH), the process of establishing its 229 contract employees. This process also included the integration of 28 new diplomats from the Hannibal Price 2023-2025 class of the Jean Price Mars Diplomatic Academy.

The Ministry wishes to clarify that the appointment process for civil servants and contract staff in external services is in line with its operating budget for the 2024-2025 fiscal year.

The Ministry of Foreign Affairs intends to continue implementing the plan to modernize Haitian diplomacy, which includes :

· The adoption and publication of the new decree and framework governing the organization and operation of the Ministry;

· The adoption and publication of the decree governing diplomatic and consular careers;

· The adoption and publication of the decree governing the issuance and use of diplomatic and official passports;

· The creation of strategic regional hubs based on geopolitical interests;

· The overhaul and standardization of administrative and financial procedures for external and central services;

· The improvement of documentation services and the digitization of archives;

· The improvement of working conditions for its civil servants.
