Haiti - Politic : Thierry Mayard Paul and the vision of decentralization of the Head of State
Thierry Mayard-Paul, the Minister of Interior, of Territorial Collectivities and National Defense explained that the vision of the decentralization of President of the Republic, is based on the creation of a sustainable development through local initiatives and decentralized cooperation " [...] In this idea, the strengthening of the effectiveness of national and international institutions responsible for implementing rural development projects across all departments of Haiti is now imperative.

The completion of these projects will be done through an appropriate legal framework, which will include a democratic governance based on the immutable principles of law, the incentive to pay taxes, land reform and all other measures that will consist to reassure the investors about the conditions put in place to obtain positive results, for the benefit of the Haitian Nation.

As you know, this government promotes sustainable development and fair. For this administration and the Ministry of Interior in particular, we becomes accountable not only at the level of community investment but also to support the greatest resource thatwe have, which is and remains our Haitian people.

Therefore, we are guided by the principles of the good democratic governance, the proof, when you look at the relations between the Executive, the Senate and the Chamber of Deputies, we must admit that they are in clear improvement and we tend towards a symbiosis that is right, even imperative, to sustainable development.

We are convinced that this democratic governance is becoming a real force, only when local institutions and civil society operate together to meet the challenges they face daily. Our determination in the consolidation of public institutions and the guarantee of participation of civil society, is a key step in the clear invitation made to the private sector business in Haiti.

To this, a strong civil society, participating in the drafting and to the establishment of a popular politics representative of the institutions is a prerequisites for an effective functioning of the democracy towards a support to a just and sustainable development. In this context, the visions of our administration are twofold: the promotion of a rural economy for the facilitation of production and employment opportunities and improving the quality of life of the entirety of municipalities."
